JOB DESCRIPTION
The Win Strategy Manager is responsible for leading and executing end-to-end capture and pursuit strategies for both government and commercial opportunities. This position provides strategic oversight and coordination of the Government Business Development (BD) Lead and Commercial BD Lead to ensure alignment between market development, capture strategy, and operational execution.
The Win Strategy Manager serves as the central integrator between Business Development, Operations, Pricing, Training, Compliance, Finance, and Proposal functions to ensure all pursuits are strategically sound, operationally executable, compliant, and competitively positioned to maximize Probability of Win (PWIN).
Essential functions

  1. Lead capture activities for assigned government and commercial pursuits, ensuring alignment with corporate growth objectives and operational capabilities.
  2. Provide functional oversight and strategic direction to the Government BD Lead and Commercial BD Lead.
  3. Develop and maintain Win Plans, Capture Plans, Competitive Assessments, and customer engagement strategies.
  4. Define win themes, discriminators, and value propositions aligned with internal capabilities and customer requirements.
  5. Conduct PWIN assessments and support bid/no-bid recommendations based on strategic, financial, and operational risk analysis.
  6. Analyze RFP, RFQ, and RFI requirements, evaluation criteria, and compliance risks for federal, state, local government and commercial solicitations.
  7. Coordinate teaming strategies, subcontractor alignment, and partner selection for competitive positioning.
  8. Support opportunity shaping and market research prior to formal solicitation release.
  9. Partner with Proposal Managers to manage schedules, inputs, and review cycles including pink, red, and gold team reviews.
  10. Ensure proposal content reflects win strategy, compliance requirements, and operational realism.
  11. Coordinate pricing strategy with finance and estimating teams to ensure competitiveness and profitability.
  12. Serve as the bridge between Business Development, Operations, Training, Compliance, and Finance to validate staffing models, training requirements, and cost assumptions.
  13. Support transition planning from contract award through operational execution.
  14. Maintain accurate pursuit documentation and reporting within the systems.
  15. Track win/loss data and conduct post-award and post-loss debriefs to identify lessons learned.
  16. Participate in oral presentations to potential clients.
  17. Support the development and continuous improvement of capture playbooks, templates, and best practices.

  6. Exceptional written communication skills for executive policies, compliance documentation, and strategic communications.
  7. Strong interpretative skills related to government contracts, Statements of Work (SOW), Collective Bargaining Agreements (CBA), and regulatory frameworks.
  8. High ethical standards with the ability to navigate competing priorities and stakeholder interests.
Supervisory responsibilities
The Win Strategy Manager provides functional oversight and strategic guidance to the Government BD Lead and Commercial BD Lead and works closely with Proposal Managers and cross-functional teams throughout the capture and pursuit lifecycle.
Work Environment
This position is based at the Alexandria, VA Corporate Office and operates in a professional office environment. The Win Strategy Manager is expected to collaborate closely with executive leadership and cross-functional teams and may be required to be available outside normal business hours as operational needs arise. Proficiency in Microsoft Office and business development systems is required. Must be proficient in the English language.

Position Type/Expected Hours of Work
  1. This is a Full-Time, Exempt position. Core hours generally align with business operations (7:00 a.m. to 4:00 p.m. EST), with flexibility required to meet organizational and client needs.
  1. This position may require availability during nights, weekends, and holidays based on project and proposal deadlines.
Travel
Moderate travel is expected to support both government and commercial pursuits, including visits to contract sites, partner meetings, and corporate offices. Estimated travel is 20% – 30%.
Required Education, Experience and skills
  1. Bachelor’s degree in business, public administration, or a related field required.
  2. Minimum of seven (7) to ten (10) years of experience in capture management, business development, or strategic pursuits.
  3. Demonstrated experience leading or overseeing Business Development personnel.
  4. Strong knowledge of federal acquisition processes and commercial sales cycles.
  5. Proven ability to lead cross-functional teams without direct authority.
  6. Exceptional written, verbal, and presentation skills.
  7. Strong organizational, analytical, and project management skills.
  8. Proficiency with Microsoft Office and proposal management systems.
PREFERRED EDUCATION, EXPERIENCE AND SKILLS
  1. Experience in security services, protective services, or professional services industries.
  2. Familiarity with IDIQ, MAC, and task order contract environments.
  3. Prior experience supporting both government and commercial contracts.
  4. Demonstrated experience supporting contract transitions and start-ups.
  5. Executive-level stakeholder engagement and communication experience.
