About this Job
The Office of Group Benefits administers the State's health and life insurance plans and related benefits programs. This job title has an assigned pay grade of AS-620.
This position serves as the Group Benefits Manager in the Contracts section at the Office of Group Benefits (OGB) and is primarily responsible for the day to day pre- and post-proposal/contract activities and contract deliverable activities. This position serves as the primary assistant to the Group Benefits Director.
The Division of Administration is the state government's management arm and the hub of its financial operations. Division offices perform a wide variety of activities including the following:
- Overseeing the state's capital construction program
- Working to provide state and federal grants for community development
- Development of the state budget
- Providing technology services
- Giving agencies guidance in the state purchasing and contracting process as they seek goods and services
- Administering a program that provides federal funds to help Louisiana residents recover from a series of devastating hurricanes
Minimum Qualifications
Seven years of experience in benefits administration, program management, legal research and analysis, health services, claims administration, financial or operational auditing, policy planning or development, contracts or procurement; OR
Six years of full-time work experience in any field plus four years of experience in benefits administration, program management, legal research and analysis, health services, claims administration, financial or operational auditing, policy planning or development, contracts or procurement; OR
A bachelor's degree plus four years of experience in benefits administration, program management, legal research and analysis, health services, claims administration, financial or operational auditing, policy planning or development, contracts or procurement; OR
An advanced degree plus three years of experience in benefits administration, program management, legal research and analysis, health services, claims administration, financial or operational auditing, policy planning or development, contracts or procurement.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information
Job Duties:
- Manage activities related to data and correspondence retention, such as files, records, and other data relative to the contract process.
- Manage day-to-day activities in providing assistance to OGB Contract Supervisors and vendors to ensure compliance with contracts
- Manage OGB Contract Supervisors and Assistant Contract Supervisors to ensure OGB is complying with contracts, which includes ensuring proper deliverable maintenance, review, and timely submission by vendors.
- Review vendors' independent assurance submissions and draft Key Internal Control Questionnaire and Status Updates as necessary.
- Assist in the development and research of weekly, monthly, quarterly, and annual reports to ensure compliance with the contract.
- Work with Information Technology (IT) staff regarding interfaces and data collection from various systems and sources, etc.; participate in the development of reports that will aid in collecting information and data for contracts.
- Assist in the drafting of contract amendments.
- Assist the Director in the oversight of audits with consulting companies, legislative auditors, and/or vendor auditors; provide information and documentation as needed for audits and to withstand audit findings.
- Assist in the planning, assessment, and preparation of procurement documents (i.e., Request for Proposals, Invitation to Bid, Contracts, Interagency Agreements, etc.) with the Contract Section, as needed.
- Assist the Director with all pre-procurement solicitation and contract activities such as research, collection of data and information, preparation of documents, scheduling conferences and meetings with OGB staff and/or Evaluation Committee to ensure needs are met.
- Assist with other OGB related responsibilities and duties as necessary.
