Following six years under the Police Department, the Code Enforcement Division has officially moved back to the Community Development Department. This transition marks a fresh start for the division. As the Manager, you will have the direct opportunity to develop and shape the program from the ground up, including hiring two new Code Enforcement Officers to build your team.
About the Team The Community Development Department is responsible for planning the physical development of the community and ensuring that new development and modifications to existing development comply with City and State laws. The Department provides technical information to residents, business owners, developers, and commissions regarding local codes, ordinances, and other related issues. Recently, the Code Enforcement Division was reintegrated into the Community Development Department to achieve better operational efficiencies, given that building and zoning issues make up the vast majority of Code Enforcement's responsibilities.
Code Enforcement staff respond to complaints, investigate violations, and assist property owners in resolving issues such as unpermitted construction or unsafe conditions. Through balanced education and enforcement, the division promotes safe, well-maintained neighborhoods across San Bruno. Leadership & Supervision: Manage and supervise Code Enforcement operations to achieve goals within available resources; plan and organize workloads and staff assignments; train, motivate, and evaluate assigned staff; review progress and direct changes as needed. Issue written and oral instructions, assign duties, and examine work for exactness, neatness, and conformance to policies; maintain harmony among workers and resolve grievances. Program Development: Provide leadership and direction for all Code Enforcement operations; determine work procedures, prepare work schedules, and expedite workflow; study and standardize procedures to improve efficiency and effectiveness of operations.
Collaboration & Communication: Coordinate with other departments and agencies; communicate official programs, policies, and procedures to staff and the general public, including presentations to the Executive Team, boards, commissions, civic groups, and City Council. Fiscal Management: Prepare and administer the annual operating budget of the Code Enforcement Division; assure that assigned areas of responsibility are performed within budget; perform cost control activities; monitor revenues and expenditures. Navigate Disputes & Community Relations: Apply high emotional intelligence and active listening to de-escalate conflicts and guide residents and business owners toward compliance.
Serve as a compassionate and supportive resource when educating the community, while maintaining a firm, direct approach when addressing critical life-safety hazards or resolving non-compliant, repeat offenses. Enforcement & Operations: Perform and administer necessary investigations to enforce the Municipal Code; explain, interpret, and provide general guidance regarding applicable codes to business owners, property owners, contractors, and the general public. Strategic Updates: Review current trends in Code Enforcement and prepare updates and revisions to codes, ordinances, and local regulations.
Performs other duties as assigned. Qualifications Any combination of education and experience that has provided the knowledge, skills, and abilities necessary for a Code Enforcement Manager is qualifying. A typical way of obtaining the required qualifications is a combination of the following: Experience: Four (4) years of municipal code enforcement experience equivalent to that of a Code Enforcement Officer II within the City of San Bruno, including training and experience performing supervisory duties.
Education: Bachelor's degree in a related field such as Construction Management, Public Policy/Administration, or Legal Studies License: Possession of a valid California Class C driver's license and a safe driving record. Certifications: Certified Code Enforcement Officer (CCEO) designation and International Code Council (ICC) Property Maintenance certifications. Compensation The annual salary range for this represented position is currently $154,022 to $189,004.
The City is proud to offer a competitive total compensation package with the following highlights: Wellness-focused schedule and paid time off (PTO) program 4-day workweek (Monday through Thursday, 9-hours per day) with a 3-day weekend every week. Approximately 80 to 184 hours of vacation per year, dependent on years of service. 96 hours of sick leave per year and over 10 paid holidays.
