PUBLIC SAFETY MANAGER

We're hiring a collaborative Public Safety Manager to serve as the City of Wildomar's lead for emergency management and its public safety partnerships with Riverside County Sheriff's and CAL FIRE. Join a growing community committed to safety and preparedness.
The City of Wildomar is seeking a seasoned Public Safety Manager with extensive experience working alongside the Riverside County Sheriff's Department and/or CALFIRE to oversee contract public safety services and lead citywide emergency management programs. DEFINITION
The Public Safety Manager plans and administers public safety programs and contract services (e.g., Riverside County Sheriff's Department, CalFIRE, and Animal Friends of the Valleys), including oversight and management of the City's emergency operations and hazard mitigation plans; plans, organizes, and coordinates Citywide emergency management programs for the preparedness, response, and recovery phases for disasters and national security emergencies; in collaboration with other departments and agencies, implements programs and solutions to address homelessness; oversees Code Enforcement and animal control services; performs analytical work and prepares reports and studies; conducts emergency response training; represents the City at various meetings; and provides project support to the Police Department and Fire Department.

This classification is distinguished by its high level of responsibility, requiring strong analytical, administrative, and leadership skills to plan and direct programs that protect life and property. Examples of Duties
ESSENTIALFUNCTIONSTATEMENTS--Essential duties and responsibilities may include, but are not limited to, the following:
  • Administers contract services pertaining to public safety, including all law enforcement, fire, and paramedic services; ensures that services provided are in accordance with contract requirements and related laws, ordinances and regulations.
  • Administers contract services pertaining to animal control; serves as the staff representative on the Executive Committee for the Southwest Communities Financing Authority (SCFA).
  • Manages, directs, administers, and oversees the City's Code Enforcement Division, including code enforcement, parking enforcement, graffiti management, commercial enforcement, weed and abandoned vehicle abatement; emergency management; and vector control programs.
  • Serves as the Emergency Manager for the City; develops, implements, coordinates, and maintains a comprehensive Citywide emergency management program, including preparation and management of the City's Emergency Operations Plan, Hazard Mitigation Plan, and other plans related to Public Safety/Emergency Services; works closely with other City departments and a variety of outside agencies, such as governments, school districts, utilities, hospitals, and not-for-profit organizations to develop the plans.
  • May plan, direct, and participate in the investigation of potential violations and the enforcement of municipal codes, ordinances, standards, and health and safety regulations; ensure documentation of violations by securing photographs and other pertinent data; assist with research of ownership records, prior complaints, municipal codes and ordinances, and state regulations to establish violations; manage and handle the most complex code enforcement cases, investigations, studies and projects.
  • May prepare cases for nuisance abatement hearings and court proceedings; testifies in court actions as necessary.
  • May participate in planning and developing new forms, procedures, policies, and programs pertaining to field services and inspection practices; assist in preparing code amendments and City Council staff reports.
  • May train staff in proper inspection practices and methods and evaluate field practices; assess needs for additional educational development; arrange and provide training and education programs for public as necessary.
  • May verify work of assigned employees for accuracy, proper work methods, techniques, and compliance with applicable standards and specifications; ensures adherence to safe work practices and procedures.
  • Reviews legislation and legislative changes to ensure the City is in compliance with federal, state, and operational area laws and regulations; establishes relationships with other emergency planning agencies and organizations; researches, analyzes, and develops recommendations regarding emergency preparedness programs and procedures, pending legislation, and policies; recommends changes as appropriate.
  • Organizes, equips, maintains, and reviews the effectiveness of the City's Emergency Operations Center (EOC) and stockpiles appropriate supplies; prepares supporting documentation such as incident specific plans, Emergency Operations Center (EOC) Activation procedures, and call-out lists; maintains the readiness of the City's EOC at all times; facilitates ongoing EOC training for City staff; sets up and activates the EOC for actual emergencies and planned events.
  • Forecasts both short-term and long-term needs for staffing, equipment, materials, and supplies; monitors expenditures.
  • Oversees implementation of emergency preparedness activities and other community classes to include Community Emergency Response Team (CERT), HAM Radio, and Sound the Alarm Events; conducts regular meetings/trainings for the City's affiliated CERT volunteers and regular meetings for HAM volunteers; regularly holds full-scale drills for CERT volunteers; oversees the recruitment, selection, and training of volunteers related to program activities.
  • Coordinates fund recovery efforts during declared disasters; coordinates with FEMA representatives; prepares and submits required documents.
  • Researches, prepares, and monitors grants related to emergency preparedness for Police Department, Fire Department, and other related services.
  • Represents the City at meetings with partner agencies and at citizen, professional and community groups; prepares and delivers presentations; and answers inquiries from the public, other organizations, and internally.
  • Coordinates and supports, as appropriate, community-driven initiatives to enhance public safety service and community social service outreach delivery.
  • Designs, develops, and delivers public education and training programs related to public safety and emergency preparedness for the community at large.
  • Coordinates and conducts training of staff in emergency preparedness, response, and recovery practices; coordinates disaster response drills and exercises in accordance with state and federal requirements; ensures the City meets eligibility requirements for federal, state, and county reimbursement programs; prepares required FEMA After Action Reports.
  • Attends City Council and other required meetings, as necessary; prepares and presents written and oral reports and staff reports for City Council and other required meetings.
  • Provides responsible staff assistance to the City Manager and executive staff, Police Department, and Fire Department; conducts a variety of organizational studies, investigations, and operational studies; recommends modifications to assigned programs, policies, and procedures as appropriate.
  • Prepares and manages the budget of the Public Safety Department, programs, and initiatives.
  • Serves as the liaison for the Police Department and Fire Department with other divisions, departments, and outside agencies; negotiates and resolves sensitive and controversial issues.
  • Manages and participates in the development and implementation of goals, objectives, policies, and priorities for assigned programs; recommends and administers policies and procedures.
  • Coordinates with the Human Resources and Risk Manager to administer the City's Safety Committee and other employee programs, providing training for accident prevention, and safety in the workplace.
  • Complies with and ensures staff compliance with City and mandated safety rules, regulations, and protocols.
  • Responds to and resolves difficult and sensitive citizen complaints and inquiries.
  • Maintains attendance and punctuality that is observant of scheduled hours on a regular basis.
