Job description
Under limited supervision, enforce and secure compliance with all laws, regulations, and ordinances governing land use, minimum housing, property maintenance, abandoned and uninhabitable properties, signs, zoning, landscaping, and related environmental issues; and perform other related duties as assigned.
Job Duties and ResponsibilitiesThe job duties/responsibilities listed below are those that an employee must be able to perform, with or without reasonable accommodation. The list of duties is intended to be representative of the tasks performed within this classification. The omission of a duty does not preclude management from assigning essential duties not listed herein if such duties relate to the position. Management may modify this description as the needs and requirements of the position change.
- Conducts field inspections and investigations, which may involve the review of construction sites, vacant land, and unsanitary dwellings to determine compliance with applicable state and local laws, codes, ordinances, and other regulations.
- Investigate and respond to citizen complaints, inquiries, and code violations.
- Testify at code enforcement hearings and follow up on code enforcement orders by the magistrate.
- Inspects commercial and residential buildings, premises, and land uses for conformance with the minimum housing code, zoning regulations, and other City Ordinances, including but not limited to sign, landscape, and parking requirements.
- Inform and educate the community about City services and regulations relating to buildings and properties' physical and sanitary conditions. This is done through personal contact with property owners, phone calls, emails, and presentations at civic and public meetings.
- Refers information on existing violations to other City departments or to outside agencies and may be required to act as an intermediary among various entities.
- Prepares documents for file and mail notification by inputting data entry logs, submitting compliance/noncompliance affidavits for review, violation notices, uploading/downloading photos, and updating running records and research property records.
- Performs other related duties as assigned.
Knowledge, Skills, and Abilities
• Knowledge of state, federal, and the City's municipal codes applicable to code enforcement.
• Knowledge of municipal codes, housing codes, enforcement, and inspection techniques.
• Knowledge of court procedures, legal terminology, civil fines, and rules.
• Skill in operating a personal computer and office software such as Microsoft Office Suite and other related software.
• Skill in the proper use of grammar and the ability to write, edit, and proofread accurately.
• Ability to establish and maintain effective working relationships with City officials, other government officials, coworkers, and the public.
• Ability to prepare accurate and thorough written records and reports.
• Ability to serve the public and interact with fellow employees with honesty, integrity, and respect.
• Ability to work under pressure and manage tasks with deadlines.
Minimum RequirementsHigh school diploma or GED (Education will be verified) and three (3) years of customer service experience is required. Florida Association of Code Enforcement (F.A.C.E) Fundamentals of Code Enforcement is required or the ability to obtain within one (1) year of employment. A valid Florida driver's license is required.
Supplemental InformationPhysical Standards Required to Perform Essential Job Duties The position performs moderate to heavy work in all types of weather. The employee is required to walk, climb, stand, stoop, and must be able to lift, push, and move up to 50 lbs. and perform other similar actions during the workday. Specific vision abilities this job requires include close vision and the ability to adjust focus. The employee must be able to wear gloves, safety glasses, goggles, a respirator, and safety shoes/boots. Works inside and outside may be periodically exposed to extreme temperatures, animals/insects, electrical and mechanical hazards, heights, traffic hazards, noises, dust, fumes, vapors, pathogenic substances, and other respiratory irritants.
