Position Summary

CMT Technical Services is seeking a results-driven Sales & Business Development Manager to lead strategic growth initiatives across Texas, with an initial focus in the Houston metropolitan area. This role is responsible for identifying new business opportunities, expanding client relationships, and driving revenue across CMT's service lines, including Construction Materials Testing, Construction Inspection, Laboratory, Geotechnical Engineering, and Environmental services.


Compensation: Base Salary $130,000 - 150,000 + performance-based incentives
Location: Houston, Texas
FLSA Exemption: Exempt
Schedule: Monday - Friday 8 am - 5 pm. Hours may vary. 


What you'll be doing:
  • Develop and execute strategic growth plans to expand CMT's footprint across Texas
  • Identify, pursue, and secure new business opportunities aligned with CMT's strategic markets
  • Track market trends, upcoming projects, and bid opportunities to support growth targets
  • Lead capture planning, positioning, and pursuit strategies for key clients and projects
  • Build and maintain strong relationships with clients, consultants, contractors, and public agencies (e.g., TXDOT, Port of Houston, Harris County)
  • Serve as a trusted advisor to clients and represent CMT at industry events and networking opportunities
  • Lead RFQ/RFP responses, including strategy, pricing, and preparation of Statements of Qualifications (SOQs)
  • Collaborate with operations and technical teams to develop competitive and compliant proposals
  • Negotiate contracts, master service agreements, and pricing strategies
  • Meet or exceed annual revenue and sales targets while maintaining an active sales pipeline
  • Track and report key performance indicators (KPIs) and provide accurate sales forecasts
  • Partner with operations teams to ensure successful project execution and client satisfaction
  • Coordinate with marketing on branding, campaigns, and market positioning
  • Provide market insights and feedback to leadership for strategic decision-making

What you have:
  • 7+ years of experience in business development or sales within construction, engineering, or AEC industries
  • Proven track record of achieving or exceeding sales targets
  • Strong network within Texas construction, engineering, and transportation sectors
  • Working knowledge of design and construction processes, standards, and contractor ecosystem
  • Excellent communication, negotiation, and relationship-building skills
  • Ability to manage multiple pursuits in a fast-paced, competitive environment
  • Self-motivated with strong accountability and minimal supervision

  • Experience selling construction materials testing, inspection, or geotechnical engineering services
  • Familiarity with CRM tools and proposal management systems
  • Bachelor's degree in Business, Engineering, Construction Management, Communications, or related field (or equivalent experience)
