Context and Organizational Unit
The World Bank Group (WBG) is a unique global partnership of five institutions driven by a bold vision to create a world free of poverty on a livable planet. As one of the largest sources of funding and knowledge for developing countries, the WBG helps solve the world's greatest development challenges. In 2026, the WBG launched the Knowledge Bank - a WBG-wide institutional transformation that fundamentally reshapes how the institution generates, shares, and applies knowledge across its public and private sector work. The Knowledge Bank is organized around five cross-institutional Verticals - People, Planet, Prosperity, Infrastructure, and Digital and AI - each bringing together IBRD/IDA and IFC teams under a unified structure to develop enabling policies and scale proven solutions. The People Vice Presidency promotes investment in people, delivering knowledge for impact and public and private solutions to operational teams and clients across health, education and skills, social policy, and gender to build human capital and drive economic growth and job creation, using the Jobs Framework approaches that improve infrastructure, policies, regulations, and private capital.  
Global Health Directorate 
The Global Health Directorate leads the WBG's health agenda, partnering with governments and the private sector to strengthen health systems, improve health outcomes, and accelerate progress to expand access to quality, affordable health care. It provides intellectual leadership, technical expertise, and operational support to country teams working across the full spectrum of health system challenges, supporting regional teams to deliver on the Bank's corporate health commitments - reaching 1.5 billion people with quality, affordable health services and building resilience in 66 countries - while supporting the creation of more and better jobs.
The Directorate is led by a Global Director supported by two Practice Managers who oversee the Policy & Regulations (P&R) and Solutions and Impact (S&I) Units, as well as a Front Office responsible for strategy, partnerships, risk management, external and internal engagement, and talent and budget management. 
The Health Policy and Regulation team within the Global Health Directorate is responsible for the normative, policy, and regulatory frameworks that underpin the WBG's global health agenda. It houses four dedicated programs: Mission 1.5 Billion Health Beneficiaries (health service delivery, health financing, and healthy longevity); Policy and Regulation of Mixed Health Systems (PPPs, health sector value chains, and the Health for Jobs agenda); Mission 66 Resilient Health Systems (health emergency preparedness, response and resilience, climate change, and public health and disease prevention); and Nutrition. Together, these programs generate the evidence, norms, and policy tools that guide both WBG country operations and broader global health policy dialogue.
A Central Program Implementation Unit (PIU) reports jointly to both Managers and serves as the operational bridge between the two global units, managing portfolio and pipeline, Health Compacts, CPF upstream engagement, and regional outreach. Two cross-cutting layers - Methods, Impact Measurement and Innovation and Digital and AI - provide foundational technical support to all programs within the Directorate.
Climate and Health Resilience 
Supporting resilient health systems through the World Bank's health portfolio, anchored in the Health 1.5B Platform, Mission 66 on resilient health systems, and related nutrition initiatives, is a strategic priority for the Global Health Directorate. It advances embedded, systems-based approaches to strengthen resilience to climate-related shocks and stressors, aligned with country priorities and development strategies, thereby contributing to the achievement of the 1.5B goal and improved health outcomes. The resilience team's climate and health operations work supports countries to design and operationalize substantive actions that enhance resilience while meeting the World Bank's corporate climate commitments for health operations: (i) Climate and Disaster Risk Screening (CDRS); (ii) Climate Co-Benefits (CCBs); (iii) Climate Indicators; and (iv) Paris Alignment. The team provides hands-on technical support to task teams throughout the project cycle-including design and implementation-to ensure that climate change is effectively integrated into health investments and translated into measurable results on the ground.
Opportunity
The Resilience team is seeking to hire an Extended Term Consultant (ETC) based in Washington, D.C., reporting to the Unit Manager under the supervision of the Resilience team, to support the integration of climate change into the World Bank's health portfolio and contribute to the delivery of resilient, high-quality health systems under the Health 1.5B Platform and Mission 66. The Climate and Health Operations Specialist will work directly with task teams and government counterparts to identify and design climate-responsive options within operations, ensuring alignment with country priorities and the World Bank's corporate climate commitments. They will be a pivotal member of the team, closely tracking the status of operations and supporting ongoing dialogue with governments to advance the integration of climate and health objectives.
The ETC will also contribute to the development of operational tools, guidance, and knowledge products to strengthen the climate and health agenda across the portfolio. Working closely with regional teams and other Global Practices, the specialist will support greater integration of climate change into health investments and help maximize development impact and support the 1.5B goal. The role requires demonstrated experience with World Bank Operations, a strong command of the Joint Multilateral Development Bank Methodologies for Climate Finance, strong technical grounding in health systems and climate resilience, experience working with client governments, as well as the ability to provide hands-on support throughout the project cycle, including design and implementation phases. A high level of diplomacy and detail orientation is required. Travel to client countries may be required.
DUTIES AND ACCOUNTABILITIES 
Direct Support for Task Teams and Governments 

Support specific country task teams and governments to identify climate options for operations
Support task teams with policy dialogue on climate and health with client governments
Research country climate policies, implementation status, and vulnerability contexts to support the identification of appropriate climate actions for operations
Develop presentations and other tools to support the integration of climate in operations
Support the integration of World Bank and other Climate and Resilience analytics in operations
Ensure task teams and governments understand the climate corporate commitments and what is needed to integrate these in operations
Develop and write climate content
Write climate content, aligned with the Joint MDB Methodologies for Climate Finance and related tools, to ensure Climate Co-benefits are accurately assessed
Support the integration of the other Climate Corporate Commitments in Operations
Closely track operation's status and provide timely support to make sure that Climate Corporate Commitment milestones are met

Oversight of Climate Support for Operations

Support the translation of the Joint Methodologies for Climate Finance into practice for task teams and within operations through engagement with task teams, tool development, and work on operations
Review climate content in operations to ensure it is in line with the Joint MDB Methodologies for Climate Finance and the other climate corporate commitments
Learn how to use and support the application of the C3 AI tool to support Climate Co-Benefit Assessments; assess the usability of the tool as needed
Oversee others who provide support for the climate corporate commitments 
Review presentations and other materials to support the integration of climate in operations
Track the status of HNP operations to support the climate corporate commitments
Ensure support for operations is proceeding in a timely manner and relationships with task teams and governments are developed
Develop and facilitate the implementation of operational systems, processes, and tools, including AI tools, to support the climate corporate commitments

Engagement with Outcome Unit and Other Global Practices

Work closely with the Climate Team in the Outcome Unit to facilitate assessment of Health Projects
Engage with the Climate team on the Joint MDB methodologies and tools to facilitate their application and use for health projects, including revision and development of these tools
Engage with other Global Practices to support the integration of multisectoral actions in operations
Engage with Regional Climate teams to support integration of climate change in health operations

Climate and Health Implementation and Knowledge

Stay abreast of developments in technical options for climate and health and support their integration in operations
Support implementation of climate and health actions in operations as feasible including making use of the Climate-Health Implementation Manual (CHIM).
Engage in the development of operational tools to support climate and health implementation including further expansion of the Climate-Health Implementation Manual (CHIM) and refinements to existing climate health analytics to facilitate their utility across operational project stages.
Provide insights and support to integrate climate-health operational preparation and implementation considerations into core World Bank Knowledge and Learning structures in particular the Health Systems Flagship fundamentals, and the Joint Learning Network as well as potentially the UHC hub.
