The Maryland Port Administration (MPA) is a 203-employee transportation business unit within the Marlyand Department of Transportation (MDOT) and is the public face of the Port of Baltimore. MPA was created by the Maryland General Assembly to increase waterborne commerce through the ports in the state. The Port of Baltimore plays an integral role as an economic generator and job creator, in addition to maintaining our nation's supply chain and moving vital goods to industries and consumers. As one of the nation's top ports for total cargo tonnage and overall dollar value of cargo, the Port of Baltimore is also one of the most diverse ports in the United States with over 140,000 jobs in Maryland linked to port activity.

General Role Description:
MPA is seeking a motivated, positive, and driven Remediation Engineer to join the MPA Office of Environment, Safety and Sustainability (OESS). The primary purpose of this role is to serve as the Climate Change Design Manager within OESS, responsible for leading and managing large, complex, and multi-disciplinary engineering projects and programs of major scope and importance related to remediation, climate resilience, decarbonization, and sustainable infrastructure from concept through completion.
Some essential duties of this position include but are not limited to the following:
  • Oversees multiple concurrent engineering projects, ensuring delivery within established scope, schedule, budget, and quality expectations.
  • Oversees multiple disciplines with site wide remediation, civil/site design, storm water management design, seal level rise resiliency, emission reduction controls, and infrastructure and energy efficiency.
  • Identifies, establishes, and resolves engineering and technical design criteria and issues to complex climate resilience, energy efficiency, and emission reduction projects that threaten human health and the environment.
  • Oversees an engineering team that develops Agency wide engineering solutions for the Climate Solutions Now Act 2022 that includes establishing and implementing engineering solutions for emission reduction; establishing engineering solutions for reduction of energy consumption' and designing alternative fuel options for the Agency.

This position reports directly to the MPA Deputy Director of the Office of Environment, Safety, and Sustainability.

Employees in this class shall be capable of navigating active construction sites and industrial areas, such as but not limited to walking and driving on uneven surfaces or rough terrain at a project site, climbing ladders, or being exposed to extreme temperatures and/or inclement weather.
Qualifications
Minimum Qualifications:
Possession of a Maryland Professional Engineer license, in the appropriate option, is required. Evidence of license must be presented at the time of appointment.
Experience: One (1) year of experience managing engineering projects as a licensed, professional engineer.
Notes:
1. Registration requirements are established under Title 14, Business Occupations and Professions Article of the Annotated Code of Maryland.
2. Employees of the Maryland Department of Transportation assigned to especially sensitive locations or facilities may be required to obtain and maintain a special security badge.
Licenses & Certifications
1. Employees in this classification are assigned duties which require the operation of a motor vehicle. Employees will be required to possess a motor vehicle operator's license valid in the state of Maryland. All applications MUST list their driver's license number and expiration date on the application.
2. An applicant's current license as a Professional Engineer in a state with comparable requirements acceptable to the Maryland State Board for Professional Engineers, in the appropriate option for which application is made, will be accepted but the applicant must obtain a Maryland license within twelve (12) months of appointment. Evidence of out of state registration must be presented at time of appointment.
3. Employees in this classification will be required to obtain and maintain a Transportation Worker Identification Credential (TWIC) to gain unescorted access to Maryland Department of Transportation Maryland Port Administration facilities.
4. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
SPECIAL REQUIREMENTS:
1. Employees may be subject to emergency recall 24 hours a day and may be required to maintain a reliable communication link (telephone) for the purpose of emergency call back requirements.
2. Eligible applicants may be subject to a background investigation under Federal or State laws and regulations. A conviction is not an automatic disqualification to employment. Erroneous, misleading, or fraudulent information on an application is sufficient grounds for rejection from the hiring process, removal from the list of eligibles, withdrawal of an offer for employment or immediate discharge.
