Job description

Job title: Civil Engineer
FLSA status: Exempt
Department: Construction/Development
Reports to: VP of Development
Position summary:
The Civil Engineer serves as the internal subject matter expert for new and existing site developments across all company locations and future sites.
This role is responsible for leading the civil design and development of sites from initial feasibility through readiness for construction. The Civil Engineer ensures that site layout, grading, drainage, utilities, and infrastructure are designed, coordinated, and approved to support safe, efficient, and compliant operations.
The Civil Engineer partners with the Vice President of Development, CEO, Construction Project Manager, architects, and external engineering firms to drive site design, support regulatory approvals, and prepare projects for successful execution.

Position Responsibilities:
Site Development & Engineering Design
  • Develop and review site plans, grading and drainage, stormwater management, utility connections (water, sewer, electric, gas), and roadway access, paving, striping, and signage
  • Ensure site layouts support high-volume operations, including car wash stacking, delivery access, and overall traffic flow
  • Evaluate constructability, long-term performance, and operational efficiency of site designs

Multi-Use Site Integration
  • Support site design and layout for key operational components, including fueling areas, car wash facilities, and other site infrastructure
  • Ensure effective traffic flow, including customer circulation, delivery logistics, and vehicle stacking
  • Align site functionality with operational needs, including retail, food production, waste management service, and distribution activities

Stormwater, Drainage & Environmental
  • Evaluate stormwater systems, including detention, retention, conveyance, and water quality treatment
  • Ensure proper drainage across large, paved areas to prevent flooding, erosion, and long-term damage
  • Review erosion control plans and support environmental compliance at local, state, and federal levels

Pre-Construction Due Diligence
  • Support site feasibility analysis and early-stage development planning
  • Review surveys, topographical maps, geotechnical reports, existing utility locations, and environmental assessments
  • Identify site-related risks and provide recommendations for design optimization and value engineering

Permitting & Regulatory Support
  • Provide technical input for permit applications, including site plans, drainage reports, and utility design
  • Partner with external architectural/engineering firms on permit applications and documentation to local, state, and DOT submissions
  • Support responses to jurisdictional comments and required design revisions
  • Collaborate with the Construction Project Manager, who manages permit submission, tracking, and approval timelines

Construction & Field Support
  • Serve as the internal engineering resource during construction
  • Partner with the Construction Project Manager to resolve design-related field issues
  • Review RFIs, submittals, and change orders for engineering accuracy
  • Conduct site visits to verify alignment with design intent

Compliance, Accessibility & Site Standards
  • Ensure designs meet ADA accessibility standards for parking, pathways, and building access
  • Design safe entry/exit points (DOT coordination) and coordinate with municipal traffic departments for site accessibility
  • Review paving, striping, and signage for compliance and functionality
  • Support adherence to applicable codes, regulations, and company design standards

Requirements
Role Qualifications:
  • Professional Engineer (PE) license required
  • 3-7 years of experience in civil engineering, site development, or land development
  • Experience preparing or overseeing civil design plans for permitting and construction, including coordination of professional engineering review and approval
  • Experience with retail, fuel stations, or multi-use commercial developments strongly preferred

Technical Skills:
  • Strong understanding of grading, drainage (hydrology), and utility infrastructure
  • Proficiency in AutoCAD, AutoCAD Civil 3D or similar design software, MS Office
  • Ability to interpret engineering plans, surveys, and construction documents
  • Experience with plan reviews and markup tools such as Bluebeam Revu
  • Strong familiarity with permitting and regulatory processes
  • Exposure to or working knowledge of Revit or other BIM software is a plus

  • Ability to travel between company locations and project sites as needed
  • Reliable transportation required
  • Availability to respond to urgent site or project needs outside of standard business hours, as necessary

Physical Demands: While performing the duties of this job, the associate is required to stand for prolonged periods; work longer than eight (8) hour shifts, reach climb, balance, stoop, kneel, crouch; talk or hear; smell. The employee must occasionally lift and/or move up to 50 lbs. Specific vision abilities required by the job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to focus.
Work Environment: Must have flexibility to work all shifts, all days of the week, when necessary. Ability to tolerate extreme temperatures for a minimum of 30-minute intervals. Exposure to dirt, dust and cleaning solvents.
