Job description

Position Opening: Accountant
The City of Pierre is looking for an Accountant with a Bachelor's Degree in Accounting that is detail oriented with strong motivation to join the Finance Office team. The Accountant will provide support to the Finance Officer and Deputy in all aspects of financial recording and reporting. As a key member of the Accounting Team, the Accountant is responsible for receipting incoming payments to the City, preparing general ledger accounting entries, and managing the accounts receivable subsidiary ledger, miscellaneous customer billings, posting amendments or corrections to invoices, and receipting payments. This position will also assist with managing delinquent customer accounts in collection status by maintaining accurate account records, various monthly general ledger journal entries, general ledger account analysis, and Department Financial Reporting and Analysis. This position will manage the annual business license renewal process and assist with annual 1099 reporting, as well as support the monthly bank reconciliation process, monthly sales tax submission, and review and post the daily bank deposit. When needed, this position also assists with various administrative duties to include assisting customers in person and on the phone.

This position performs accounting duties in support of the city's financial operations.
MAJOR DUTIES
  • Processes miscellaneous and accounts receivable payments received; performs bank deposits; prepares vouchers; loads transactions into accounting system; reconciles packets.

  • Balances cash registers daily; reviews and posts all related transactions; performs remote check deposits and cash bank deposits; downloads credit card payments and files receipts.

  • Provides customer service as needed; processes utility and miscellaneous product payments; sets up and closes utility accounts; processes work orders; answers questions and addresses concerns from customers and co-workers.

  • Performs accounts receivable; prepares invoices and monthly statements; monitors aging accounts; follows-up on past due balances; works with County Treasurer on assessment account balances.

  • Prepares monthly general ledger transactions; reconciles general ledger accounts balances; investigates variances.

  • Prepare general ledger debt transactions; monitors debt schedule due dates.

  • Schedules ACH debt payments and revenue payments.

  • Performs monthly bank reconciliations and prepares journal entries to update balances as needed.

  • Maintains spreadsheets to track revenues for various fund accounts and facility rental and deposits.

  • Processes payments to vendors as needed.

  • Attendance is an essential function of this position.

  • Performs related duties.

KNOWLEDGE REQUIRED BY THE POSITION

SUPERVISORY CONTROLS
The Finance Officer and Deputy Finance Officer assigns work in terms of very general instructions. The supervisor spot-checks completed work for compliance with procedures and the nature and propriety of the final results.
GUIDELINES
Guidelines include South Dakota sales tax laws, GAAP, GASB standards, and city and department policies and procedures. These guidelines require judgment, selection, and interpretation in application.
