Summary

This position is located at Fort Irwin, California, with the CHRA NAF CYS Service Center (C2SC). All applicants who qualify at the HR Specialist, NF-04 will be referred to the hiring manager for consideration first.

Duties
Help
  • Provides a full range of HR services for managers and employees.
  • Provides continuing technical advice and assistance to assigned organizations in resolution of staffing problems.
  • Responsible for recruitment and placement, screening and rating applications, determining preference categories, creating and issuing referral lists, extending job offers, and ensuring selectees meet requirements for entrance on duty.
  • Screens requests for personnel actions and related documents for completeness and accuracy.
  • Monitors, directs, trains and oversees a team of lower graded HR staff when required.

  • This is a CHRA NAF Career Path II position. Incumbent must complete the requirements for CHRA NAF Career Path II within twenty-four (24) months of placement into the position.

Qualifications
Resumes must be two pages (or less). Resumes should clearly demonstrate the applicant's relevant experience, skills, knowledge and abilities as they pertain to this position.
A qualified candidate must possess the following:
NF-03 - (NAF/Developmental)
1. Possess six (6) months of work experience in a human resources office which demonstrates knowledge of at least two of the following functional human resources competencies: Staffing, Recruitment, Position Classification, Management Employee Relations, Labor Relations or Training.
2. Possess prior experience using Microsoft Office Programs (Word, Excel, PowerPoint, Outlook) and the ability to work with a variety of human resources information systems.
NF-04
1. Possess eighteen (18) months of work experience in a human resources office which demonstrates knowledge to apply Nonappropriated Fund Recruitment & Placement concepts, principles, laws, regulations and practices.
2. Experience analyzing, evaluating and recommending appropriate resolutions to complex interrelated recruitment and staffing problems and issues.
3. Possess work experience creating and posting vacancy announcements as well as rating applicants for qualifications and eligibility utilizing an automated recruitment and staffing system (i.e. USA Staffing, Avue, Resumix, PeopleSoft, etc.).
4. Possess prior experience using Microsoft Office Programs (Word, Excel, PowerPoint, Outlook) and the ability to work with a variety of human resources information systems.
The related work experience must have been equivalent in difficulty and complexity to the next lower pay band (NF-03).
In addition to the above qualifications, candidates who possess the following qualifications will be considered "Highly Preferred" or "Best Qualified":
NF-03 - Applicants will possess twelve (12) months of prior work experience in a NAF Human Resources Office and have successfully completed training in Basic Staffing, Customer Service, Organizational Structure, Basic Writing, and Time Management.
NF-04 - Applicants will possess prior work experience in a NAF Human Resources Office in a recruitment and placement capacity and have successfully completed training in Basic Staffing, Customer Service, Organizational Structure, Basic Writing, and Time Management.
Education
This job does not have an education qualification requirement.

Area of Consideration
  • This job is open to candidates who reside within local commuting area (50 miles) of Fort Irwin, California. NF-03 Only (Military Spouse Preference (MSP) and Involuntarily Separated Military Preference (ISMP) eligible candidates are included in the area of consideration.)
