Chief Technical Officer (CTO)

Job Description:

Thompson Gray Inc is seeking a senior and technically accomplished Chief Technical Officer (CTO) to support our G-TEAD (Global Tactical Edge Acquisition Directorate) effort at Ft. Belvoir, VA.

The CTO serves as the primary technical point of contact; the central "belly button" connecting G-TEAD Headquarters, including contracts, Contracting Officer's Representatives (CORs), and deputy leadership, with the Thompson Gray support team. This role demands both deep technical acumen and exceptional information management skills: the CTO must be able to draw from multiple data streams across the G-TEAD enterprise, synthesize that information, and disseminate it clearly and accurately to the right stakeholders at the right time. The ideal candidate is as comfortable reviewing technical deliverables and contract performance as they are briefing senior leadership or coordinating across a distributed team. This is a high-visibility, high-trust role at the heart of G-TEAD's operations.

Full-Time/Part-Time: Full-Time Onsite

Clearance: Secret (TS/SCI preferred)

Salary: $200,000- $220,000

Travel Requirement: Periodic travel to G-TEAD field locations and Army installations as mission requirements dictate.

Duties will include:

Technical Leadership & Integration:

  • Serve as the senior technical authority and primary point of integration between G-TEAD HQ leadership; including contracts, CORs, and deputy leadership and the Thompson Gray support team.
  • Provide technically sound guidance and oversight across G-TEAD's portfolio of programs, contracts, and capability development efforts.
  • Evaluate technical products, deliverables, and performance data from multiple sources across the G-TEAD enterprise and translate findings into clear, actionable information for leadership.
  • Identify technical risks, gaps, and opportunities across G-TEAD's programs and provide recommendations to inform senior-level decisions.
  • Ensure technical consistency and coherence across G-TEAD's distributed activities and support teams.

Information Management & Dissemination:

  • Aggregate and synthesize technical and programmatic data from across the G-TEAD enterprise; contracts, program offices, field locations, and partner organizations into coherent products for leadership consumption.
  • Develop and maintain information management processes and frameworks that ensure timely, accurate, and appropriate dissemination of technical data to relevant stakeholders.
  • Prepare executive-level briefings, technical summaries, and status reports that distill complex multi-source information into clear, decision-ready products.
  • Serve as a trusted conduit between G-TEAD HQ and the Thompson Gray team, ensuring both sides have the information they need to perform effectively.
  • Maintain situational awareness across the full scope of G-TEAD technical activities and surface emerging issues proactively to leadership.

Contract & COR Support:

  • Support Contracting Officer's Representatives (CORs) by providing technical insight and subject matter expertise relevant to contract performance monitoring and deliverable review.
  • Coordinate with the contracts team to ensure technical requirements are clearly defined, communicated, and tracked across G-TEAD's agreement and contract portfolio.
  • Review technical deliverables for compliance, quality, and alignment with contract terms and G-TEAD objectives.
  • Assist in the development of technical requirements, Statements of Work (SOWs), and performance standards for new and follow-on acquisitions.
  • Support agreement and contract modification efforts by providing technical context and input as required.

Stakeholder Coordination & Communication:

  • Act as the primary technical liaison between G-TEAD HQ leadership, deputy leadership, program offices, and the Thompson Gray contractor team.
  • Facilitate regular technical coordination meetings and working sessions to maintain alignment across G-TEAD's distributed enterprise.
  • Communicate technical findings, program status, and issues clearly to both technical and non-technical audiences at all levels of the organization.
  • Coordinate with external partners including Army program offices, industry performers, and interagency stakeholders on technical matters as directed.
  • Support the development of Congressional, Army staff, and OSD-level technical products as required.

Position Requirements:

  • Must possess an active Secret Security Clearance.
  • Bachelor's degree in engineering, Computer Science, Information Technology, Systems Engineering, or a related technical discipline; Master's degree preferred.
  • Minimum of 10 years of experience in technical leadership, systems engineering, or program management roles within the DoD or federal government.
  • Demonstrated ability to aggregate, analyze, and disseminate technical and programmatic data from multiple sources to diverse audiences.
  • Experience supporting or working directly with contracts, CORs, or acquisition teams in a technical oversight capacity.
  • Strong understanding of Army or DoD acquisition processes, contract types, and program lifecycle management.
  • Exceptional written and verbal communication skills with the ability to translate complex technical information for senior leadership and non-technical stakeholders.
  • Proven ability to operate as a central integrator across multiple teams, offices, and stakeholders in a fast-paced environment.
  • Proficiency in the Microsoft Office Suite (Word, Excel, PowerPoint).
  • Ability to work independently with minimal direction while maintaining strong coordination across a distributed team.

Preferred Experience:

  • Experience in a technical lead, chief engineer, or senior advisor role supporting an Army or joint acquisition organization.
  • Familiarity with Other Transaction Authority (OTA) agreements and the technical requirements that underpin them.
  • Knowledge of Army modernization priorities and emerging technology domains (e.g., C5ISR, autonomous systems, directed energy, space).
  • Experience working at or supporting a headquarters-level Army or DoD organization (HQDA, PEO, ARCYBER, or equivalent).
  • Background in data management, knowledge management, or enterprise information architecture within a DoD context.
  • TS/SCI eligibility preferred.
