Job description

The Office of Judicial Administration is responsible for the efficient administration of all agencies that operate under the direction of the Chief Justice and the Supreme Court. That includes 200 personnel; fiscal management; communication; technology; legal services; intergovernmental relations; services for the trial courts; and support for court boards, commissions, and committees. The Office is headed by Interim Chief Administrative Officer Aaron Hood, who reports directly to the Chief Justice of Indiana and serves as the link between the Chief Justice and the agencies of the Court. 


Salary: The salary for this position traditionally starts at $100,000 but may be commensurate with education and/or experience.

About the Job:

The CFO will supervise and manage the Court's fiscal staff; direct and manage the preparation of biannual budgets for approval by the Chief Justice; continuously monitor, analyze and make budget projections; coordinate audits; and manage the procurement, purchasing and payment of claims for all judicial state level funds. The CFO reports directly to the CAO and serves at the pleasure of the Chief Justice.

A Day in the Life:

The CFO duties include but are not limited to:

  • Preparing the overall biannual budget for submission by the Chief Justice to the Budget Agency and legislature. This will require the CFO to:
    • Develop a schedule and process for coordinating budget preparation of the 30+ different funds and corresponding budgets;
    • Provide guidance, help, and technical expertise to agency, department, and program heads in preparing their respective biannual budgets;
    • Collect, review, and verify numerical and narrative budgets prepared by the departments, agencies, and program managers and resolve inconsistencies;
    • Provide continuous feedback to CAO, Chief Justice, and agency department and program heads about the final budget submission, developments during the legislative appropriation process and final appropriations enacted by the legislature;
    • Work with State Budget Agency, Comptroller’s Office, State Board of Accounts, other State Agencies, other Judicial Branch partners, and Legislative Branch staff; and
    • Prepare budget revisions as directed by Chief Justice and CAO.
    • Implement a schedule and model for periodic financial reports and year-end reconciliations for all funds;
    • Maintain a system of internal financial controls for all funds;
    • Ensure a court-wide process for purchasing and claims processing is consistent with state rules and systems;
    • Develop standard policies for employee reimbursement, office equipment, and other fiscal policies;
    • Respond timely to external and internal public records requests for financial data;
    • Collaborate with State Board of Accounts (SBOA) during audits, reporting audit findings to CAO and Chief Justice, and proposing and implementing resolutions to audit findings;
    • Monitor legislation for fiscal impact on the Court and coordinate with Legislative Service Agency analysts in preparation of fiscal notes for legislative initiatives;
    • Analyze and recommend to CAO and Chief Justice the source of funds to be used for proposed new positions, promotions, pay raises, and services by contract;
    • Implement cost allocation decisions for payment of salaries and other expenses from various fund centers; based upon the decision made by the CAO and Chief Justice,
    • Monitor and provide guidance to staff about the management and accounting of grant funds.
