Job description

Position Summary

The Change Management Lead supports the successful adoption of a Department of Defense (DoD) Security Cooperation digital platform by planning and executing organizational change management (OCM) activities that prepare users, stakeholders, and leadership for new technologies, processes, and ways of working.

Working under the guidance of senior program leadership, the Change Management Lead develops communication strategies, stakeholder engagement plans, training support, and adoption metrics to ensure the platform is embraced across the Security Cooperation enterprise. The role serves as a bridge between technical development teams and end users, helping to translate complex system capabilities into practical, mission-focused benefits.

This position is well suited for a mid-level professional with experience in organizational change, communications, training, or user adoption who is looking to expand their expertise in federal digital transformation and Security Cooperation.

Essential Duties and ResponsibilitiesChange Management Planning
  • Support development and execution of the program's Organizational Change Management (OCM) strategy.
  • Assist in assessing organizational readiness for new capabilities and system deployments.
  • Identify change impacts across organizations, business processes, and user groups.
  • Maintain change management plans, schedules, and implementation trackers.
  • Monitor risks to user adoption and recommend mitigation strategies.
Stakeholder Engagement
  • Build productive relationships with government stakeholders, functional leads, and end users.
  • Identify stakeholder needs, concerns, and adoption barriers.
  • Coordinate stakeholder meetings, workshops, and feedback sessions.
  • Track stakeholder engagement activities and action items.
  • Support leadership communications throughout the implementation lifecycle.
Communications
  • Develop clear, user-focused communications explaining new platform capabilities and business process changes.
  • Draft newsletters, announcements, FAQs, release notes, and informational materials.

  • Maintain communication calendars and distribution lists.
Training & User Enablement
  • Coordinate development of user guides, quick reference materials, job aids, and training resources.
  • Assist instructional designers and subject matter experts in preparing training content.
  • Support virtual and in-person training sessions.
  • Coordinate user onboarding activities for new platform capabilities.
  • Gather participant feedback to improve training effectiveness.
User Adoption & Performance Measurement
  • Track user adoption metrics and engagement trends.
  • Collect and analyze user feedback through surveys, interviews, and workshops.
  • Develop reports summarizing adoption progress, user satisfaction, and improvement opportunities.
  • Support continuous improvement initiatives based on user feedback.

Knowledge Management Support
  • Coordinate updates to frequently asked questions (FAQs), knowledge articles, and user support materials.
  • Promote reuse of lessons learned and best practices across Security Cooperation organizations.

Collaboration

Required Qualifications

  • Active Secret Security Clearance

  • Eligible to work in the United States.
