Job description

Introduction
The Maryland Military Department is looking for a candidate to fill our Administrator II position! This position will function as the Energy Performance Manager ( EPM). Main Purpose of Job
The Maryland Army National Guard (MDARNG) Construction and Facilities Management Office (CFMO) Facilities Management (FM) Branch is responsible for the operations and maintenance (O&M), life-cycle replacements, facility restorations and modernizations,municipal seivices, utility services, energy management, and fire and emergency services for all MDARNG facilities. This includes oversight of engineering operations that include, but are not limited to, military engineer construction projects, agency self-help programs, and oversight of all municipal services. The FM Branch is also responsible for the financial planning, programming, budgeting, budget execution, and accounting for both State and Federal government projects.
The Energy Performance Manager (EPM) is the Agency Energy Coordinator (AEC) with responsibilities for working with the Maryland Department of General Services (DGS) to meet the State's energy performance and conservation goals, Add01tionally, the AEC is responsible for the MDARNG energy program to meet Federal Government Agency Comprehensive Energy Master Plan requirements.
POSITION DUTIES
Duties for this position include, but are not limited to the following:
* Shape, monitor, and analyze the usage of energy (electricity, natural gas, water, propane and heating oil).
* Manage the execution of the Agency Energy Plan forecasts funding requirement and manage budget acquisition.
* Coordinate with DGS for State Energy related initiatives.
* Conduct building audits.
* Track, analyze, and document energy reduction to meet metrics and goals.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Five years of administrative staff or professional work.
Notes:
1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.
2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.
3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
* Ability to collaborate and interact with various state and federal entities.
* Experience designing and overseeing the installation of modern systems, such as a ground-source heat pump or energy saving fixtures.
* Experience and ability to leverage Energy Savings Performance Contracts (ESPCs) and secure utility rebates.
* Experience and ability to secure federal grant reimbursements.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
