Job description

Metrics amp; Data Programmer Analyst
Purpose:
  • Valkyrie Enterprises has an immediate need for a Metrics amp; Data Programmer Analyst (MDPA) in Virginia Beach, VA to serve as a vital contributor to the Navy Afloat Maintenance Training Strategy (NAMTS) program, supporting data-driven decision-making and operational efficiency.
  • The MDPA is responsible for compiling, managing, analyzing, and presenting large datasets from various structured and unstructured sources to support program execution, performance tracking, and continuous improvement initiatives. This position also includes maintenance and programming responsibilities within CeTARS, MOODLE, Qualification Progress Reports (QPR), and other Navy data systems.
  • Working under the guidance of the NAMTS Project Manager, the MDPA uses advanced statistical methods, business intelligence tools, and programming techniques to generate user-defined reports, dashboards, and ad hoc products supporting NAMTS managers and stakeholders.
Job Description:
  • Compile and analyze data to support NAMTS decision-making and performance monitoring.
  • Provide administrative and user support across CeTARS, MOODLE, QPR, and FLTMPS databases.
  • Create and maintain NAMTS Program Certification Designators (PCDPs), RMATs, CINs, CDPs, and Sailor accounts for both ashore and afloat commands utilizing CeTARS.
  • Manage all CeTARS and MOODLE administrative tasks including account setup, password management, access provisioning, and document uploads.
  • Assist the NAMTS Technical Support Lead with administrative programming in MOODLE to generate the desired outputs.
  • Perform NEC inventory scrubs to verify proper documentation of NEC holders.
  • Maintain and update the CNRMC SharePoint NAMTS site.
  • Extract, process, and interpret data for statistical modeling and graphical analysis.
  • Identify trends and relationships within data to answer programmatic and supervisory questions.
  • Evaluate information sources to determine reliability and usability.
  • Design and build dashboards, reports, and data visualizations using tools such as Tableau, Power BI, and open-source solutions.
  • Provide ad hoc data analysis and product/business insights to internal stakeholders.
  • Support process improvement initiatives by participating in process management reviews.
  • Collaborate with developers to sustain and improve system data interfaces and build data solutions that maintain system integrity.
  • Create data warehouses and automation solutions that allow for the generation of user-defined reports and metrics.
Qualifications:
  • Must have a bachelor’s degree (preferably in Mathematics, Statistics, Computer Science, or other quantitative disciplines), OR four 4 years of specialized experience in statistical analysis, system operations, or programming.
  • Must have at least 8 years of specialized experience in data analysis and large dataset management may be considered.
  • Must have demonstrated experience in CeTARS and MOODLE administration, including PCDP and RMAT creation, trouble ticket resolution, and user account management.
  • Must have proficient in a wide range of data tools and technologies such as MySQL, Oracle, SAP BusinessObjects, Python and enterprise data warehouses.
  • Must be skilled in scripting and programming languages including PHP, HTML, JavaScript, Python and R/RStudio.
  • Must be Capable of working in both Windows and Linux environments.
  • Must have strong analytical and data visualization skills; proficient in Tableau, Qlik, MicroStrategy, and/or Power BI.
  • Must have the ability to design, develop, and maintain predictive engines, data sets, and data models.
  • Must be confident communicator, capable of presenting statistical analysis and technical concepts to non-technical users and senior leadership.
  • Must have familiarity with software development life cycles and programming structures is highly desirable.
  • Must have experience with CeTARS, MOODLE, and FLTMPS systems is highly preferred.
  • Must have experience with version control software such as git.
Security Requirements:
  • Must be able to obtain and maintain an Secret Security Clearence.
  • Preferred active Secret security clearance or interim Secret clearance.
Travel Requirements:
  • Occasional travel -less than 10%
