Job description

Position Summary:

The Project Manager serves as EEC Solutions’ on-site lead for all IRC Administrative Support Services. This individual is designated Key Personnel and is responsible for daily management of all contract personnel, quality control, deliverable oversight, and direct coordination with the USTDA Contracting Officer (CO) and Contracting Officer’s Representative (COR).

The Project Manager manages an 8-person team supporting USTDA’s Information Resource Center (IRC) functions including records management, FOIA, reception, mail/file services, conference room/AV support, and information specialist services.

Active or obtainable Secret clearance required. Facility Clearance (FCL) must be in place prior to contract award.

Essential Duties and Responsibilities:
  • Serve as primary contractor point of contact for all contract administration matters
  • Attend meetings with CO, COR, and USTDA staff
  • Manage and supervise all contract personnel across IRC functional areas
  • Develop and maintain the Quality Control Plan (QCP)
  • Submit and manage PhaseIn Plan activities
  • Submit weekly written status reports
  • Deliver IRC Annual Calendar and operational documentation
  • Oversee IRC Manual, Correspondence Guidelines, and Process Maps
  • Coordinate onboarding/offboarding and security procedures
  • Provide onsite technical and AV support during USTDA events
  • Manage staffing actions and replacement requests
  • Ensure staff crosstraining across IRC functions
  • Ensure compliance with Service Contract Act requirements
  • Minimum Qualifications:
  • College degree required; business, management, or related field preferred
  • Minimum 15 years of relevant experience in administrative services, program management, or related fields
  • PMP preferred but not required
  • Active or obtainable Secret clearance required
  • Preferred Qualifications:
  • PMP certification
  • Experience supporting USTDA, State Department, or civilian agency contracts
  • Familiarity with NARA records management
  • Experience managing SCAcovered employees
  • Experience managing federal office support teams

  • Onsite at the United States Trade and Development Agency in Arlington, Virginia.
