Supervisory Cemetery Administration Specialist
Incumbent independently supervises a diverse group of employees performing work at the GS-09 level and below; performs the administrative and personnel management functions relative to staff supervised, has supervisory duties to include, but not limited to, assign and prioritize work for the administrative staff, supervise workload such as all burial applications, establish eligibility for burial, manage office operations, have extensive contacts with funeral home directors and staff, contacts with veterans and family members, provide advice to all staff, counsel and or provide instruction to employees on administrative matters, hear and resolve complaints and grievances from employees and/or other interested parties and referring more serious complaints to cemetery director; effect disciplinary actions ranging from verbal or written counseling, admonishment, reprimand, proposed suspension and proposed removal. Incumbent focus on improvement of daily interment process by creating a checklist and provides proficiency training to subordinates. The Supervisory Cemetery Administration Specialist is the Direct Supervisor of (6) full time GS-7 Cemetery Administration Specialists. In addition, the incumbent is also the POC for (2) GS-9 Program Specialists while they are conducting administrative functions related to escorting services, interments, and headstone operations. Reviews, approves, submits RNC and LANC employees' payroll/timesheets in VATAS. The incumbent manages RNC Record Management and Privacy Office Program and submits PRAD report per guidance. Establishes RNC Record Storage Program to facilitate RNC records and files in Federal Record Storage facility per guidance. In the absence of the Administrative Officer (AO), the incumbent is responsible for managing all administrative operations. Incumbent works closely with field operations to accomplish the National Cemetery Administration's (NCA) Mission. Performs public outreach as needed. Work schedule: Required to work Monday through Friday, 8:00am to 4:30pm. Due to the mission of the National Cemetery, the cemetery cannot be closed for more than 2 consecutive days at any given time. Additionally, when a Federal holiday falls on a Monday or Friday, staff may be required to work on that holiday or a Saturday. All staff is required to work Memorial Day and Veteran's Day each year. Staff will be required to work overtime, weekends, and holidays when necessary to meet the needs of the cemetery. Occasionally staff may be called back to the facility to perform emergency overtime work.
