Job Description

Mission Technologies, a division of HII, is seeking a Senior Business Development Manager / Subject Matter Expert with deep expertise in both Electromagnetic Spectrum Management (EMS) and Sensor Management to support strategic growth initiatives, customer engagement, and solution development across defense and national security markets.

The ideal candidate will possess a strong understanding of how spectrum operations and sensor tasking/integration intersect within modern operational environments, and be able to translate that knowledge into compelling customer value propositions, capture strategies, and mission-focused solutions. Have demonstrated expertise in Electromagnetic Spectrum Management, including spectrum operations, deconfliction, allocation, planning, and operational employment in contested environments. An understanding of Sensor Management, including sensor integration, tasking, prioritization, data collection strategies, and multi-domain operational support. Ability to connect technical capabilities to mission outcomes, operational concepts, and customer priorities. Prior experience supporting business development, capture, strategy, or customer-facing technical engagements within DoD, IC, or related government markets. Proven ability to shape opportunities, support proposals, develop partnerships, and articulate differentiated solutions. Strong communication skills with the ability to engage both technical and executive-level stakeholders is a must. You should be equally comfortable discussing the technical nuances of EMS and sensor operations as they are identifying growth opportunities, influencing customer requirements, and helping position the organization for success in emerging mission areas.

  • Leads and executes the full business development lifecycle, from initial exploration through qualification and capture.
  • Oversees the pipeline, sets BD priorities, and aligns resources to strategic opportunities.
  • Provides leadership and oversight for pursuits and capture activities to achieve award, proposal, and pipeline growth targets.
  • Partners with BD and Program leadership to refine strategy and build a pipeline that expands market share and revenue.
  • Monitors market and competitor activity to position organizational strengths and capabilities effectively.
  • Engages customers, teammates, and industry partners to gather insights on requirements, acquisition strategies, timing, and contract vehicles.
  • Participates in key business planning activities, including pipeline reviews, operating plans, capture planning sessions, solution development, collaboration reviews, competitive assessments, win‑theme workshops, and proposal development.
Minimum Qualifications
  • 8 years relevant experience with Bachelors in related field or 6 years relevant experience with Masters in related field experience.
  • Develop and maintain a strategic account plan for the DoD customer community, encapsulating the growth strategy and approach for new business acquisition tied to the company's long range strategic plan.
  • Experience with successful execution of all phases of a large, multi-year capture efforts, including strategic planning, shaping, competitive analysis, teaming, proposal development, and transition to execution.
  • Maintain the opportunity record in the corporate CRM tool Salesforce and record all capture activities to promote transparency and business continuity.
  • Possesses broad market awareness, to include budgets, customer priorities, mission gaps and market dynamics.
  • Proven success identifying and growing new business and developing both short-term and long-term strategic plans for growth.
  • Extensive knowledge, experience, and success in the entire capture process are required and solid experience in all contract types (e.g., FFP, T&M, cost plus), as well as non-IDIQ and IDIQ single or multiple award contracts (e.g., AAS Defense, IAC MAC).
  • Must be willing to be hands on developing winning proposals for key pursuits, including research, analysis, and writing.
  • Experience with leveraging the use of internal and external experts.
  • Ability:
    • Provide existing relationships with large and small businesses in the DoD market, including teaming contacts for large integration opportunities and IAC MAC task orders.
    • Provide technical expertise on DoD capability development to fulfill client requirements and advance HII’s solutions and brand.
    • Communicate multi-step and interdependent activities effectively to capture teams to ensure efficient execution of capture effort.
    • Use automated tools such as Microsoft Office to present ideas, information, and reports and a customer relationship management to track opportunities and manage pipeline.
  • Current or ability to obtain TS clearance is required.
