Regulatory Compliance Coordinator (Temporary)6-Week Temporary Assignment

Purpose of Job

Understand Regulatory requirements under U.S. Customs Protection – Title 19 CFR Chapter 1; Foreign Trade Regulations – Title 15 CFR Part 30; Puerto Rico State Tax Office. Responsible for complying with Regulatory Requirements and ensure business partners are knowledgeable of any revisions/updates made to the regulations to minimize risk.

Main Duties and ResponsibilitiesRegulatory Compliance & Government Reporting

1. Reconciliation of all vessels manifests with the Vessel Management report to ensure integrity of data prior to sending manifest to Government Entities.

2. Provide Cargo manifest to all respective Regulatory Agencies, as required by U.S. Customs & Border Protection (CBP).

3. Resolve manifest discrepancies with business partners to ensure discrepancies are minimized in order to reduce the risk of fines/penalties.

4. Create foreign cargo manifest and submit to CBP.

5. Educate and guide appropriate Departments on all the regulatory requirements to ensure understanding of the regulations.

6. Communicate with governmental agencies for authorization of delivery, inspections and hold/releases.

7. Frequent communication with all port locations on cargo hold/releases to ensure cargo is dispatched after all regulatory requirements are met.

8. Ensure all shipments are properly documented in order to transmit to regulatory agencies, as required. (ie: Arbitrios and CBP)

9. Transmit all documented shipments destined to San Juan, PR to Arbitrios & monitor results. Submit corrections to Hacienda, when necessary.

10. Monitor daily foreign cargo entries to inform port locations of releases and validation of entries.

11. Prepare electronic In-Bond documents for foreign cargo (USVI) and ensure clearance of In-Bond before the release of cargo.

12. Once all required data elements are received from the customer, file the Electronic Export Information (EEI) in the ACE Secure Data Portal.

13. Review Census Bureau transmission and make amendments as necessary to comply with regulations.

14. Provide copy of AES/EEI filing for customers, as requested.

15. Audit In-Bond entries for all port locations to ensure documents are validated prior to release.

16. Send Arrival Notifications to customers.

17. Interface with internal and external customers as needed to obtain missing information.

18. Meet all department requirements to maintain departmental KPI’s with in targeted goal.

1. Assists the Company in any necessary duties to achieve Company goals.

2. Performs other related duties as assigned.

3. Adherence to the Integrated Management System that covers Quality, Environmental, and Safety ISO (International Organization for Standardization) certifications.

Close supervision; work is regulated or supervised thoroughly, but not continuously; follows established methods and procedures, refers exceptions to supervisory personnel.

Judgment

Mistakes and errors in judgment are moderate in nature and expensive to correct, usually limited to one department or phase of work.

This position involves work with some information that should be safeguarded, but the full importance is not apparent or the effect of any disclosure would be negligible.

Financial Responsibility

No authority to commit funds for the organization.

Skills

• Experience with Regulatory agencies preferred
• Minimum of 2 years of experience in transportation related business required
• Commitment to exceed customer expectations
• Microsoft Word, Excel, Outlook and Internet skills required
• Must possess good interpersonal and communication skills
• Bilingual English/Spanish preferred
• Proficiency in typing preferred

Education

• Associates Degree or above in related field or related equivalent experience and/or combination of experience and education required.

Physical RequirementsSedentary Work

Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body.

Visual Requirements

Visual requirement equal to that for clerical administrative whose work deals largely with preparing and analyzing data and figures, accounting, transcription, computer terminal, extensive reading, etc.
