Overview
DecisionPoint Corporation seeks a highly experienced Program Manager to lead enterprise-wide Knowledge Management (KM), digital modernization, business intelligence, application development, records management, and organizational transformation activities supporting the United States Special Operations Command (USSOCOM).
The Program Manager will provide executive leadership, strategic direction, operational oversight, and enterprise coordination for a large-scale mission-critical Enterprise Knowledge Management (EKM) environment supporting geographically dispersed Special Operations Forces (SOF) stakeholders across CONUS and OCONUS locations. This role serves as the primary interface with Government leadership and is responsible for ensuring successful contract execution across multiple integrated technical and operational task areas.
The Program Manager will oversee enterprise knowledge management initiatives involving Microsoft 365, SharePoint Online, Power Platform technologies, custom application development, data analytics, business intelligence, records management, DevSecOps, organizational change management, and enterprise collaboration environments operating across classified and unclassified networks.
This role requires demonstrated experience managing highly complex USSOCOM and Special Operations Forces (SOF) enterprise environments involving distributed operations, executive stakeholder engagement, Agile delivery models, and cross-functional technical teams supporting mission-critical national security operations.
The Program Manager shall be based in Tampa, Florida and support travel requirements across CONUS and OCONUS locations in support of USSOCOM mission operations.

Duties & Responsibilities
  • Provide overall leadership, management, administration, quality assurance, and operational oversight for enterprise-wide Knowledge Management and modernization activities supporting USSOCOM.
  • Serve as the primary point of contact for all contractual, operational, technical, staffing, and programmatic matters related to the EKM program.
  • Lead geographically dispersed teams supporting enterprise collaboration, application modernization, software development, records management, business intelligence, training, and organizational change management activities.
  • Oversee execution of enterprise Knowledge Management initiatives supporting operational synchronization, decision superiority, information sharing, and mission enablement across the SOF enterprise.
  • Manage program schedules, staffing, deliverables, financial performance, risk management, quality control, and resource allocation activities.
  • Provide strategic advisory support to Government leadership regarding Knowledge Management governance, enterprise modernization, organizational process improvement, and digital transformation initiatives.
  • Lead implementation and oversight of Agile and SCRUM-based execution methodologies supporting enterprise software engineering, workflow automation, analytics, and collaboration platform development.
  • Coordinate enterprise activities involving Microsoft 365, SharePoint Online, Power Platform, Power BI, Power Automate, Power Apps, enterprise collaboration systems, and custom full-stack applications.
  • Oversee program transition-in, operational sustainment, and transition-out activities in accordance with contractual requirements.
  • Conduct executive briefings, governance reviews, technical status meetings, and customer engagement activities with Government leadership and stakeholders.
  • Ensure compliance with cybersecurity requirements, records management policies, enterprise governance standards, and applicable Federal and DoD regulations.
  • Support enterprise DevSecOps practices, process optimization initiatives, and continuous improvement efforts across the program environment.
  • Oversee quality management activities and ensure timely, accurate, and compliant delivery of program documentation, reports, and contractual deliverables.
  • Coordinate activities across USSOCOM Headquarters, Components, Theater Special Operations Commands (TSOCs), and external stakeholders to ensure mission alignment and operational effectiveness.
  • Exercise decision-making authority on behalf of the contractor organization in response to Government issues, concerns, operational requirements, and emerging mission needs.
  • Support travel requirements to CONUS and OCONUS locations in support of enterprise KM operations and stakeholder engagement activities.

Qualifications
Clearance Requirement
  • Candidate must possess an active Top Secret (TS) clearance with SCI eligibility based on a Single Scope Background Investigation (SSBI).

Education (Required)
  • Bachelor's degree in Information Technology, Business Administration, Program Management, Computer Science, Engineering, Cybersecurity, Knowledge Management, Information Systems, or a related field. Master's degree preferred.

Experience (Required)
  • Minimum 10 years of experience planning, directing, coordinating, and managing large-scale federal or DoD enterprise programs similar in scope and complexity to this effort.
  • Minimum 10 years of experience supporting USSOCOM, Special Operations Forces (SOF), or Special Operations-focused mission environments.
  • Demonstrated experience managing enterprise programs supporting USSOCOM Headquarters, Theater Special Operations Commands (TSOCs), SOF Components, or other Special Operations organizations is required.
  • Experience supporting geographically dispersed SOF operations across CONUS and OCONUS environments is required.
  • Experience with foreign Host Nation and Status of Forces Agreement (SOFA) requirements, regulations, and processes within broad Areas of Responsibility (AORs) supporting CONUS and OCONUS operations.
  • Experience leading enterprise IT modernization, Knowledge Management, digital transformation, collaboration platform, or mission support programs involving multiple stakeholders and operational environments.
  • Experience overseeing Agile and SCRUM-based execution methodologies supporting enterprise application development and modernization initiatives.
  • Experience managing programs involving enterprise collaboration platforms, records management, organizational change management, business intelligence, workflow automation, and enterprise data environments.
  • Experience supporting programs involving Microsoft 365, SharePoint Online, Power Platform technologies, enterprise analytics, DevSecOps, and cloud-enabled operational environments.
  • Experience leading executive stakeholder engagement activities, governance reviews, technical strategy discussions, and enterprise operational coordination meetings.
  • Experience managing program staffing, budgets, deliverables, transition activities, risk management, quality assurance, and contractual performance requirements.
  • Experience supporting programs operating within classified and unclassified network environments.
  • Experience supporting programs with multiple OCONUS locations and international operational coordination is highly desired.

Technical Knowledge (Required)
  • Understanding of enterprise Knowledge Management principles, collaboration technologies, records management, and organizational information-sharing environments.
  • Strong understanding of enterprise IT modernization, software development lifecycle management, DevSecOps, Agile methodologies, and digital transformation initiatives.
  • Familiarity with Microsoft 365, SharePoint Online, Power Platform, Power BI, Power Apps, Power Automate, and enterprise collaboration ecosystems.
  • Understanding of business intelligence, data governance, enterprise analytics, workflow automation, and enterprise process optimization methodologies.
  • Knowledge of cybersecurity requirements, information assurance practices, records management governance, and enterprise compliance standards within federal and DoD environments.
  • Understanding of enterprise software engineering, cloud-enabled architectures, enterprise data management, and operational support environments.
