We are seeking an experienced IT Requirements Manager to support a high-profile DHS cybersecurity mission focused on technology modernization, operational capability integration, and mission process improvement. This role is ideal for a senior Business Analyst who excels at bridging operational needs with technical solutions and driving measurable mission outcomes.


Position Overview

The Business Process Analyst III serves as the lead requirements and business process analyst supporting technology integration initiatives across cybersecurity operations.

You will work directly with operational stakeholders, cybersecurity engineers, architects, developers, and executive leadership to identify mission needs, document requirements, prioritize technology capabilities, and ensure successful transition of new capabilities into production.

The ideal candidate combines strong analytical skills with outstanding communication abilities and has experience supporting Federal cybersecurity, technology modernization, Agile delivery, and digital transformation initiatives.


Primary ResponsibilitiesBusiness Process Analysis
  • Analyze existing operational workflows and identify opportunities for process improvement and automation.
  • Conduct current-state and future-state business process analysis.
  • Document business processes using industry-standard methodologies.
  • Identify operational pain points and recommend technology-enabled solutions.
  • Facilitate continuous process improvement initiatives.

Requirements Management
  • Lead requirements elicitation sessions with government stakeholders.
  • Gather, analyze, validate, and document business, functional, and technical requirements.
  • Develop user stories, use cases, process flows, and acceptance criteria.
  • Maintain end-to-end requirements traceability throughout the project lifecycle.
  • Ensure requirements align with mission priorities and strategic objectives.

Technology Integration
  • Support evaluation and integration of emerging cybersecurity technologies.
  • Develop business cases supporting technology modernization initiatives.
  • Define measurable success criteria for pilot implementations.
  • Coordinate pilot planning, execution, evaluation, and production transition.
  • Support technology capability assessments and operational validation.

Stakeholder Engagement
  • Facilitate workshops, interviews, and working sessions with mission owners.
  • Coordinate communication between operational users and technical teams.
  • Prepare executive briefings, decision papers, and status reports.
  • Build consensus among cross-functional stakeholders.
  • Manage stakeholder expectations throughout technology implementation efforts.

Program Support
  • Develop implementation roadmaps and milestone tracking.
  • Support governance review boards and leadership decision-making.
  • Monitor project risks, assumptions, issues, and dependencies.
  • Track key performance indicators (KPIs) and operational metrics.
  • Facilitate lessons learned sessions and continuous improvement activities.

Required Qualifications
  • U.S. Citizenship
  • Active Secret Security Clearance
  • Ability to obtain DHS Entry on Duty (EOD) Suitability
  • Bachelor's degree in Business Administration, Information Systems, Computer Science, Engineering, or related field
  • Five (5) or more years of experience supporting business analysis or requirements management
  • Experience supporting Federal Government technology programs
  • Strong knowledge of business analysis methodologies and requirements management
  • Experience developing business process documentation
  • Experience facilitating stakeholder workshops and interviews
  • Strong analytical and problem-solving skills
  • Excellent written and verbal communication skills
  • Experience supporting cross-functional technical teams

Preferred Qualifications
  • Active TS/SCI Clearance
  • Experience supporting DHS, CISA, DoD, FBI, or Intelligence Community programs
  • Experience supporting cybersecurity operations centers (SOCs)
  • Experience supporting incident response or cyber operations
  • Experience evaluating commercial technology solutions
  • Knowledge of Zero Trust Architecture
  • Experience with digital transformation initiatives
  • Familiarity with enterprise architecture concepts
  • Experience supporting cloud modernization programs
