Business Development, Capture & Proposals Manager
Type: Full-Time | Location: Huntsville, AL | Clearance: Active Secret (TS/SCI preferred)
About the Role
PnR is seeking a driven, well-networked Business Development & Proposals Manager to grow our pipeline within DoD and the Intelligence Community. This is a high-visibility role that blends strategic market development with hands-on proposal leadership. The ideal candidate understands the government contracting landscape, has established relationships across Army, Navy, Air Force, Missile Defense Agency (MDA), and Intelligence Community organizations, and possesses experience supporting radar, electronic warfare, SIGINT, missile defense, and advanced sensor programs. The successful candidate will be capable of developing capture strategies, identifying and shaping opportunities, leading proposal efforts from opportunity identification through award, and translating complex technical capabilities into compelling customer-focused solutions.
This position reports to PnR leadership and works closely with our radar and EW subject matter experts to translate technical capability into compelling, compliant proposals aligned with customer needs.
KEY RESPONSIBILITIES
Business Development & Capture
  • Identify, qualify, track, and develop new procurement opportunities within DoD and the Intelligence Community, aligned with PnR's radar, EW, SIGINT, and M&S capabilities
  • Conduct market analyses, assess competitive landscape, and respond to RFIs to shape opportunities pre-RFP
  • Develop and execute capture plans including customer engagement strategies, gap analyses, teaming arrangements, and pricing approaches
  • Build and maintain strong relationships with government customers, prime contractors, FFRDCs, and strategic teaming partners
  • Leverage existing DoD and IC networks to develop new business within PnR's strategic thrust areas

Develop and maintain customer relationships across Army, Navy, Air Force, Missile Defense Agency (MDA), and Intelligence Community organizations supporting radar, electronic warfare, missile defense, intelligence, advanced sensor, and modeling & simulation missions
  • Lead opportunity maturation from identification through award, including customer engagement, competitive assessments, teaming strategy development, solution development, proposal execution, and transition to program execution
  • Work with PnR leadership to develop short- and long-range strategic plans and evaluate new market opportunities

Proposal Leadership
  • Lead or support end-to-end proposal activities including bid/no-bid decisions, proposal management, volume/section management, writing, and production
  • Lead opportunity maturation from identification through award, including customer engagement, competitive assessments, teaming strategy development, solution development, proposal execution, and transition to program execution.
  • Serve as proposal manager or section lead for complex government solicitations including IDIQs, task orders, and sole-source efforts
  • Independently develop technical proposal content including executive summaries, technical approaches, management approaches, staffing plans, white papers, capability statements, and customer briefings

  • Translate complex radar, electronic warfare, SIGINT, missile defense, intelligence, and modeling and simulation concepts into clear, compliant, and compelling proposal narratives
  • Collaborate directly with technical subject matter experts to develop discriminating technical solutions and winning proposal strategies
  • Edit proposals, technical volumes, and presentations for compliance, clarity, grammar, format, and security markings
  • Create RFP-driven proposal templates, compliance matrices, annotated outlines, and briefing slides from solicitation requirements
  • Schedule and facilitate color reviews (Pink, Red, Gold) and ensure all deadlines are met under time-constrained conditions
  • Maintain proposal library, reference materials, past performance write-ups, and standard capability narratives
  • Collaborate with technical SMEs, contracts, security, and IT personnel throughout the proposal lifecycle
  • Ensure full compliance with solicitation instructions and FAR/DFARS requirements

REQUIRED QUALIFICATIONS
  • Bachelor's degree in Business, Engineering, English, or a related field
  • Active Secret clearance with ability to obtain TS/SCI
  • Minimum 10 years of experience in government contracting, DoD business development, program management, or a related field
  • Demonstrated track record identifying and capturing new DoD or IC program business
  • Demonstrated experience leading and writing technical proposals for DoD and/or Intelligence Community customers
  • Experience supporting radar, electronic warfare, SIGINT, missile defense, intelligence, or advanced sensor programs
  • Experience reading, interpreting, and responding to government solicitations (RFPs, RFIs, sources sought)
  • Proficiency in Microsoft Office Suite (Word, PowerPoint, Excel, Teams) and SharePoint
  • Strong written and oral communication skills, including formal presentations to customers and senior leadership
  • High attention to detail and ability to manage multiple efforts under stringent deadlines

DESIRED QUALIFICATIONS
  • Active TS/SCI clearance
  • Master's degree or MBA

Prior experience supporting radar, electronic warfare, SIGINT, missile defense, intelligence, air and missile defense, or advanced sensor programs
Established customer relationships within the Huntsville/Redstone Arsenal community, including Program Executive Office Aviation & Missile Defense (PAE Fires), PM EW&C, DEVCOM Aviation & Missile Center (AvMC), Aviation and Missile Command (AMCOM), U.S. Army Space and Missile Defense Command (SMDC), Missile Defense Agency (MDA), and Missile & Space Intelligence Center (MSIC). Additional relationships within Navy, Air Force, and Intelligence Community organizations supporting radar, electronic warfare, missile defense, SIGINT, and advanced sensor missions are highly desirable.
  • Working knowledge of radar systems, electronic warfare, RF phenomenology, missile defense sensors, intelligence systems, and/or modeling and simulation concepts sufficient to engage with technical subject matter experts and develop technically accurate proposal content
  • Experience with proposal management methodologies (Shipley or equivalent)
  • Working knowledge of FAR/DFARS and government procurement regulations
  • Familiarity with GovWin, SAM.gov, or GovTribe for opportunity tracking
  • Understanding of Cost Benefits Analysis, ROI, FFP, CPFF, and T&M contract types
