About the JobWe are seeking a Business Analyst to support DoD software development projects across our Monterey CA (Preferred), Alexandria VA, and San Diego CA, locations. This role combines business analysis (75%) with Scrum Master responsibilities (25%) to bridge business requirements and technical implementation while facilitating Agile development processes. You will translate client requirements into actionable development tasks while ensuring compliance with DoD security standards and working effectively in a matrix organizational structure.As a Business Analyst, you will:Business Analysis Responsibilities (75%):Gather, analyze, and document business requirements from DoD clients and stakeholdersTranslate business requirements into detailed user stories, functional specifications, and acceptance criteriaCreate and maintain requirements traceability matrices and technical documentation for DoD complianceConvert requirements into well-defined Jira tickets with clear acceptance criteria, priority levels, and effort estimatesSupport release planning through requirements analysis, scope management, and impact assessmentCollaborate with development and QA teams across multiple locations to ensure accurate implementationValidate deliverables against requirements and ensure compliance with DoD security standards (NIST, RMF, DoD CC SRG)Support change management processes and conduct impact analysis for requirement modificationsMaintain requirements repositories and knowledge management systems using SharePoint and ConfluenceCreate process flow diagrams, wireframes, and system specifications using Visio and modeling toolsScrum Master Responsibilities (25%):Facilitate Scrum ceremonies including daily standups, sprint planning, sprint reviews, and retrospectivesRemove impediments and optimize team performance using Agile best practicesCoach team members on Agile principles and Scrum framework implementationSupport continuous improvement initiatives and process optimizationCoordinate with geographically distributed teams and stakeholders across time zonesWork effectively in matrix organization supporting multiple concurrent DoD projects and program officesPresent requirements analysis and sprint progress to DoD clients and program managementSupport proposal development activities including technical scoping and effort estimationRequirements:US Citizen with ability to obtain T3 Public Trust clearanceWork on-site at one of our locations: Alexandria VA, Monterey CA, San Diego CABachelor's degree in Information Systems, Computer Science, or related fieldEquivalent technical training, education, certifications, or work experience may be considered3-5 years of experience in business analysis and requirements managementExperience supporting DoD contracts and familiarity with government projectsProficiency with Jira for ticket management, workflow configuration, and reportingExperience with MS Office Suite, SharePoint, Visio, and requirements management toolsKnowledge of software development lifecycle and Agile/Scrum methodologiesUnderstanding of cloud architecture (AWS/Azure), IT systems, and DoD security compliance frameworksStrong team player with excellent collaboration skills in matrix organizational structuresStrong analytical and communication skills with ability to work with technical and non-technical stakeholdersAbility to manage multiple projects simultaneously and adapt to changing requirementsExperience working with geographically distributed teamsPreferred:PMP, CBAP, or Certified Scrum Master (CSM) certificationExperience with DoD security standards (NIST, RMF, FedRAMP, DoD CC SRG)Knowledge of testing processes and QA methodologiesFamiliarity with AWS gov cloud platform and DevSecOps practicesExperience with federal testing and assessment systemsUnderstanding of containerization and CI/CD pipeline requirements The anticipated salary for this role is $93,000 to $115,000.
