Job description

Position Summary

Raven Defense is seeking a highly capable and detail-oriented Finance Manager / Government Contracts Billing Specialist to support financial operations for government contracts and engineering programs. The ideal candidate will have strong experience with DCAA compliance, ICE submissions, indirect rate structures, and government contract billing processes.

This individual will work collaboratively with program managers, engineering teams, contracts personnel, and executive leadership to ensure accurate financial reporting, compliant invoicing, and effective contract financial management in a fast-paced, cross-functional environment.

Key Responsibilities

  • Prepare and manage customer invoices for government contracts, including:
    • Cost Reimbursable (CPFF)
    • Time & Materials (T&M)
    • Firm Fixed Price (FFP)
  • Maintain and monitor provisional billing rates, indirect rates, and wrap rates
  • Prepare and support DCAA-compliant incurred cost submissions (ICE)
  • Calculate and analyze indirect cost pools including:
    • Fringe
    • Overhead
    • G&A
  • Support annual indirect rate proposals and true-up processes
  • Ensure compliance with FAR, DFARS, CAS, and DCAA requirements
  • Reconcile billed costs to general ledger and project accounting records
  • Review labor distributions, unallowable costs, and project setup accuracy
  • Coordinate with auditors, contracting officers, and external consultants during audits
  • Support monthly close, financial reporting, and contract profitability analysis
  • Maintain accurate documentation for billing support and audit readiness
  • Assist with budgeting, forecasting, and financial planning activities
  • Monitor contract funding, ceilings, and burn rates
  • Collaborate with project managers and contracts teams to ensure accurate financial reporting

Required Qualifications

  • Bachelor’s degree in Accounting, Finance, or related field
  • 5+ years of government contracting finance/accounting experience
  • Strong understanding of DCAA audit requirements and FAR Part 31
  • Experience preparing or supporting ICE submissions
  • Knowledge of provisional billing rates and indirect rate structures
  • Experience with Deltek Costpoint, Unanet, Jamis, or similar ERP/accounting systems
  • Advanced Excel skills including pivot tables, VLOOKUP/XLOOKUP, and financial modeling
  • Strong analytical, organizational, and communication skills
  • Ability to work independently and manage multiple priorities

Preferred Qualifications

  • Experience supporting DCMA or DCAA audits
  • CPA or government contracting certifications preferred
  • Knowledge of Incurred Cost Proposals (ICP/ICS)
  • Experience with iRAPT/WAWF billing processes
  • Familiarity with forward pricing and rate negotiations
