Regional Billing Manager


Location: Cedar Rapids, Iowa

Employment Type: Direct Hire

Salary: $100K-$120K + 10%


Innovar Group is seeking a Regional Billing Manager for a major project-based construction operation. This role leads billing operations for a high-volume regional portfolio, ensuring invoices are accurate, timely, contract-compliant, and fully supported by required project documentation.


What You’ll Do

  • Lead end-to-end billing operations across projects, service lines, and business units.
  • Manage and develop a team of billing specialists, setting expectations for accuracy, service, and turnaround time.
  • Review and approve invoices, pay applications, lien waivers, retainage documentation, and related billing support.
  • Interpret customer contracts and ensure correct billing for T&M, unit-rate, fixed-price, milestone, and retainage structures.
  • Partner with project managers, field teams, operations, accounting, and AR to resolve billing issues and support timely collections.
  • Ensure compliance with customer portals, documentation standards, audit requirements, and internal controls.
  • Support month-end and year-end close activities, revenue-related reporting, reconciliations, and unbilled-revenue analysis.
  • Track billing cycle time, error rates, aging, and other metrics; recommend process and system improvements.


What We’re Looking For

  • Bachelor’s degree in Accounting, Finance, Business, or related field; equivalent relevant experience considered.
  • 5+ years of progressive billing or revenue-accounting experience in construction, industrial services, infrastructure, or another project-based environment.
  • 2+ years of team-leadership or supervisory experience.
  • Strong experience with contract billing, including T&M, unit pricing, milestones, fixed-price work, and retainage.
  • Familiarity with AIA billing, pay applications, lien waivers, job costing, and revenue recognition is preferred.
  • Experience using ERP systems such as Viewpoint, SAP, Oracle, or similar.
  • Advanced Excel skills and strong attention to detail.
