The Air Force Civilian Service (AFCS) is seeking a Full-Time Air Vehicle Chief Financial Officer (SUPERVISORY FINANCIAL MANAGEMENT SPECIALIST) NH-501-04) to support the F-35 Joint Program Office within the Air Force Life Cycle Management Center (AFLCMC) in Arlington, VA.

Qualifications:
In this position, you will serve as the F-35 Air Vehicle Chief Financial Officer, managing billions of dollars across multiple service appropriations (US Air Force, US Navy, and US Marine Corps) and overseeing international Partner and FMS funding for the F-35 Joint Strike Fighter program at the enterprise level.
You will lead and develop a multidisciplinary financial management team responsible for programming, planning, budgeting, execution and audit readiness across U.S. Services, Partners Nations, and FMS customers.
Success in this role requires the ability to:
Operate independently with limited direction
Brief and defend positions to senior leaders
Balance competing priorities under scrutiny
Translate complex financial realities into clear, actionable recommendations
• Research, interpret, analyze, and apply financial management laws and regulations as established by Congress, DoD, and US Services.
• Coordinate with other organization managers and customers as appropriate.
• Identify need for changes in priorities and take action to implement such changes.
• Balance workload and provide advice, guidance, and direction on a wide range of functional area and administrative issues, including organizing, training and equipping the F-35 Financial Management functional workforce.
• Provide advice to program leadership on all financial matters related to the program.
• Represent the organization with a variety of stakeholder organizations.
• Establish, develop, and maintain effective working relationships with multiple organizations and agencies.
• Identify the need for special projects and initiates milestones and goals.
• Determine appropriate recommendations for unresolved or questionable programs and performs follow-up
• Continually assess the quality of the programs managed to assure regulatory and technical integrity and identify improvements to enhance quality, including FIAR initiatives.
• Recommend procedural changes designed to streamline financial management within the agency
• Promote and environment that encourages accomplishment of change management activities supporting OSD, AFMC, and F-35 Joint Program Office strategic goals and improving organizational business processes, coordinates with other US Service, Partner, and FMS customers and stakeholders.
Requirements of the position:
U.S. Citizenship
Obtain & maintain SECRET Security clearance
DoD FM certification Level III (not required at time of hire, but must be obtained within 2-years or appropriate time extension waiver granted)
DAWIA Certification FM Advanced (not required at time of hire, but must be obtained within 2-years or appropriate time extension waiver granted)
