We are currently seeking an experienced:

PAYROLL MANAGER

JOB SUMMARY:

  • Procedures include payroll time extraction from INFOR (Lawson) payroll system, Genesis, Axxess, Web Time Net Health and when required manual timesheets.  
  • The Payment and timely filing of all tax withholdings and other deductions from earnings on bi-weekly, quarterly or annual basis; and full oversight and compliance with all regulatory year-end reporting, not limited, but includes timely distribution and filing of W-2s, W-2C, transmittal, SSA downloads
  • Oversees the supervision of the Payroll department staff and training of employees involved in ALL Liberty systems and end user including training of field staff in timekeeping methodologies and processes.
  • Maintaining the data integrity of the payroll information in Axxess, Genesis, & Lawson/Infor.
  • Providing leadership in project and/or system development
  • Providing payroll and labor data required for regulatory/government agencies
  • Ensures proper audit trail and internal controls are enforced related to payroll processing
  • Requires maintaining working relationships with other key operational departments, including General Accounting, Human Resources, IT and end users.  
  • Management and distribution of unemployment requests.
  • Management of VOW/VOE, references, verifications of employment for outside sources.
  • Management of weekly and quarterly cash requirement. Overseeing cash sheet accuracy and distribution to end users.
  • Upgrading, testing and making changes to system parameters
  • Ongoing departmental planning
  • Providing reports to the user population
  • Communicating with timekeepers to ensure that their needs are met
  • Stay current with payroll tax and labor laws to ensure compliance at all times
  • Implementation, maintenance, reporting and funding for the Company 401(k) program, including all year-end auditing reports which consist of maintaining complex spreadsheets for audit work papers.
  • Management of the Liberty Fleet Lease and Company car programs. Managing the taxability of the program, contributions and reconciling at year-end.
  • Management and monthly reconciliation of payroll bank accounts ensuring timely submission of taxes, ACH and benefit-related transactions.
  • Management of the deferred compensation plan monthly contribution and the administration of the 401(k) plans.
  • Management of the estimates and yearly Worker’s Compensation audit comprised of providing accurate estimates and reconciling those to year-end reports.

JOB REQUIREMENTS:

  • Bachelor’s Degree with major in Accounting or related field.
  • 5 years’ supervisory experience (payroll environment), or 10 years progressive payroll experience in a supervisory position required.
  • Demonstrated knowledge in a multi-state/multi-locality tax jurisdiction required.
  • Lawson (Infor)/HR Payroll knowledge preferred.
  • Hospital-Healthcare payroll experience preferred.
  • Must demonstrate effective written/spoken language skills.
  • Knowledge of applicable state and federal payroll and related tax regulations, legislation and guidelines including but not limited to: writs of garnishments, child support, levies, subpoenas, non-resident alien and U.S. tax treaties.
  • Knowledge of basic accounting practices, regulations and procedures.
  • Must possess exceptional writing skills to partner with Accounting and Human Resources to prepare, update, consolidate and disseminate in-house policies and procedures manuals, payroll processing instructions, and payroll manuals for facility usage, e.g. Axxess, Lawson, NetHealth, and Genesis.
  • Must be a team player, reliable and willing to assume additional responsibilities as assigned.
  • Must be proficient in Excel/Word/ MS Office.
