Click here for more information.\r\n\r\nPosition Highlights\r\nThe Analyst will be required to lead development of clean energy policy for the State, management of existing programs, with a focus on optimizing clean energy program structure to deliver value to all ratepayers. In addition, the position will support PURA in the process of utility rate cases, specifically on customer service issues.\r\n\r\n\r\n\r\nResponsibilities include:\r\n\r\n\r\n Developing interrogatories and written comment prompts directed at the utilities and other intervenors;\r\n Processing and summarizing the responses to those prompts;\r\n Tracking and managing incoming motion rulings;\r\n Building and writing decisions based on the public record; and\r\n Presenting recommendations to the Commissioners.\r\n\r\nThe ideal candidate should be comfortable with public speaking andwill be required to lead technical meetings, issue summarized recommendations to the Commissioners, and provide cross-examinations in the hearing room, all of which may be streamed online.\r\n\r\n\r\nAbout Us\r\n\r\nDEEP is charged with conserving, improving and protecting the natural resources and the environment of the state of Connecticut as well as making cheaper, cleaner and more reliable energy available for the people and businesses of the state. PURA's mission is essential to advancing the state's energy, economic, and environmental goals and is critical to maintaining public health and safety as well as a robust economy.\r\nPURA is a quasi-judicial agency that interprets and applies the statutes and regulations governing all aspects of Connecticut's utility sector. Among other things, PURA sets the rates charged by investor-owned utilities, advances the modernization of the electric distribution system, regulates the retail electric supplier market, implements federal requirements for natural gas pipeline safety, ensures adequate water system infrastructure investments, reviews mergers and acquisitions, provides education and outreach for consumers, and regulates the expansion of telecommunications infrastructure.\r\n\r\n\r\n\r\n\r\n

PURPOSE OF JOB CLASS (NATURE OF WORK)

EXAMPLES OF DUTIES
\r\n\r\n Performs most complex duties in area of research design and implementation;\r\n Develops and conducts formal research methodologies and procedures and analyzes and evaluates data;\r\n Designs data collection forms and develops procedures;\r\n Performs complex statistical analysis;\r\n Prepares comprehensive narrative and statistical reports;\r\n May prepare special reports for agency officials in response to inquiries from legislature or the public;\r\n Performs related duties as required.\r\n\r\n\r\n
KNOWLEDGE, SKILL AND ABILITY

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Seven (7) years of professional experience in research, data analysis or economics.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
One (1) year of the General Experience must have been conducting research at the level of a Research Analyst.\r\n
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
\r\n \r\n College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.\r\n \r\n \r\n A Master's degree in economics, statistics or a closely related field may be substituted for one (1) additional year of the General Experience.\r\n \r\n\r\n
PREFERRED QUALIFICATIONS
\r\n A bachelor's degree in political science, government, public policy, engineering, economics, finance, environmental studies, or a related field; and\r\n An advanced degree in renewable energy, engineering, environmental studies, climate change, public utility regulation, finance, economics, or a related field.\r\n Work experience in utility regulation or energy policy.\r\n Experience working on utility grid modernization initiatives, deployment of clean and renewable energy programs, energy storage, or climate change policy.\r\n Experience writing technical reports, white papers, position papers, policy papers, or academic articles for a general audience that provide conclusions or recommendations supported by documented evidence.\r\n Experience leading public discussions on clean energy policy.\r\n Experience conducting quantitative analysis and synthesizing results.\r\n Experience with project management, working on more than two (2) projects simultaneously, while adhering to deadlines.\r\n Experience using Microsoft Office 365 applications.\r\n\r\n
