Nature of Work Within the Office of Shared Administration, Office of Management Information Services, this Programmer Analyst 3 role will be a key member of a collaborative, cross-functional project team dedicated to modernizing the state's vital records infrastructure. This role coordinates the data mapping, transformation, and migration of nearly 90 years of historical birth and death records (1935 to 2023) from outdated legacy formats into a modernized system architecture, ensuring 100% data integrity and records accuracy. Additionally, the position supports the daily operations of vital information exchange systems-including DAVE, EVVE, and STEVE-while maintaining and updating Standard Operating Procedures (SOPs) to reflect changing system requirements.
Operating under strict regulatory oversight, the Specialist ensures that all data handling, integration, and external data sharing strictly adhere to privacy laws and compliance mandates governing confidential vital statistics. Minimum Qualifications Training: Bachelor's degree from an accredited college or university in computer science or related field including but not limited to business data programming, business systems analysis, computer accounting, computer and information systems, computer servicing technologies, information systems management, data processing, or computer engineering.
OR An Associate's degree from an accredited college, university or business school in computer science or related field including but not limited to business data programming, business systems analysis, computer accounting, computer and information systems, computer servicing technologies, information systems management, data processing, or computer engineering and eighteen months of full-time or equivalent part-time paid computer programming experience in one or more programming or data base languages. Substitution: Three years of full-time or equivalent part-time paid computer programming experience in one or more programming or data base languages may substitute for the required training. Experience: Four years of full-time or equivalent part-time paid experience in programming, system design and analysis work with multiple programming or data base languages.
Other Information Masters Degree in computer science or related field including but not limited to business data programming, business systems analysis, computer accounting, computer and information systems, computer servicing technologies, information systems management, data processing, or computer engineering would be equivalent to 2 years of the required experience.
