Genesis Consulting is seeking a Human-Centered Design Consultant to support a large state Health and Human Services (HHS) agency responsible for administering public assistance programs, including healthcare coverage, nutrition assistance, and economic support services for millions of residents. This role will lead efforts to redesign eligibility and benefits notices using human-centered design, plain language, accessibility, and language access principles to improve client understanding, engagement, and compliance.

The consultant will work closely with policy, operational, legal, and technical teams to establish enterprise notice design standards and create reusable frameworks that improve the effectiveness of client communications across Medicaid and public assistance programs.

Duties and Responsibilities:

· Conduct human-centered design assessments of current notices, identifying usability, readability, accessibility, and client experience challenges.

· Lead stakeholder workshops, design sessions, and user-centered reviews to understand client needs and communication barriers.

· Develop enterprise notice design standards, content frameworks, reusable templates, and communication guidelines.

· Establish plain-language standards, accessibility requirements, language access standards, and client-centered communication practices.

· Redesign notice structures, layouts, content hierarchy, and messaging approaches to improve comprehension and actionability.

· Collaborate with policy, legal, operations, and technical teams to ensure redesigned notices meet regulatory and operational requirements.

· Create reusable content components, reason-language frameworks, and template conventions that support consistency across programs.

· Incorporate accessibility best practices, including Section 508 compliance, multilingual communication considerations, and inclusive design principles.

· Support development of notice-level design specifications and implementation guidance for development teams.

· Contribute to implementation sequencing, governance reviews, and final design handoff documentation.

Requirements

· 5+ years of experience in Human-Centered Design (HCD), User Experience (UX), Service Design, Content Design, or Customer Experience design.

· Experience applying plain-language principles and accessibility standards to complex communications.

· Strong facilitation skills with experience leading stakeholder workshops and collaborative design sessions.

· Experience developing reusable design systems, templates, communication standards, or service design frameworks.

· Ability to translate complex policy and operational requirements into intuitive, user-friendly communications.

Preferred Qualifications:

· Experience supporting government, healthcare, Medicaid, public assistance, or social services programs.

· Knowledge of Section 508 accessibility standards, language access requirements, and inclusive design practices.

· Experience redesigning eligibility notices, public-facing communications, forms, or client correspondence.

Minimum Education:

· Bachelor’s Degree in Human-Centered Design, User Experience Design, Service Design, Human Factors, Psychology, Communications, Public Health, Public Administration, Design, or a related field. Advanced training or certifications in Human-Centered Design, UX, Accessibility, or Service Design preferred.
