JOB DESCRIPTION SUMMARY:

The successfulAssociate Civil Engineerapplicant will work in the Capital Improvements Program (CIP) group of Jefferson County Transportation & EngineeringDivision andis responsible forperforming engineering activities and construction management related to CIP projects involving roadway, bridge, stormwater drainage, and traffic operations projects. This will include, but is not limited to:

  • Track project budgets.

  • Respond to citizen questions and concerns.

  • Review contractor project schedules.

  • Reviewand developproject plans and project specifications,

  • Perform entry level technical engineering analysis and calculations.

  • Inspect construction work and record observations.

ESSENTIAL DUTIES:

Associate Civil Engineer:

  • Serve as design engineer by performing construction oversight and engineering in compliance with Federal, State, and County standards, policies, and procedures. Project types may include roadway improvements, stormwater drainage, traffic signals, signage and striping, and intersection and other road safety improvements.

  • Review the preparation of construction plans and specifications.

  • Represent the county in applicable project meetings or other plan review.

  • Assistother department sections with their projects using their area of expertise.

  • Develop andassistwith feasibility studies, engineering calculations, construction plans, specifications, and cost estimates for assigned projects.

  • CAD modeling and design efforts for capital improvement projects, including roadways, traffic safety enhancements, and stormwater drainage systems.

  • Serve as project manager and/orproject engineer by performing construction oversight and engineering in compliance with Federal, State, and County standards, policies, and procedures. Project types may include roadway improvements, stormwater drainage, traffic signals, signage and striping, and intersection and other road safety improvements.

  • Prepare and review scopes of work, drainage reports, design memorandums, specifications, and technical documentation.

  • Develop andassistwith feasibility studies, engineering calculations, construction plans, specifications, and cost estimates for assigned projects.

  • Oversee andreview the preparation of construction plans and specifications.

  • Lead CAD modeling and design efforts for capital improvement projects, including roadways, traffic safety enhancements, and stormwater drainage systems.

  • Represent the county in applicable project meetings or other plan review.

  • Assistother department sections with their projects using their area of expertise.

  • Coordinate with other county and agency personnel during the design review and construction of projects.

  • Work closely with local agencies and utility providers toidentifyand mitigate potential conflicts during design and construction.

  • Address citizen concernspertaining toprojects assigned.

  • Participate in community meetings and respond to questions and concerns related to roadway, traffic, and drainage projects.

  • Collaborate with survey staff, the ROW coordinator, and engineering teams to design and oversee roadway, traffic, and drainage projects, providing clear design assessments that improve constructability and reduce long-term maintenance challenges.

  • Coordinate with the public, construction supervisors, survey crews, ROW agents, utility companies, and County personnel throughout project planning, design, and construction. Address and resolve project-related concerns as they arise.

  • Conduct field inspection activities during project construction and for maintenance preparation.

  • Review design plans and specifications and provide input for constructability and maintenance.

  • Inspect contractors work for accuracy and completion according to construction plans/specifications andindustry standards.

  • Other duties and responsibilities as assigned.
