Transportation Analyst Senior/Transportation Analyst - Environmental Mitigation & Natural Community/Habitat Conservation

Two level posting; level based on qualifications

Under general supervision, this position participates in all aspects of OCTA's Freeway Environmental Mitigation Program (EMP) and the related M2 Natural Community Conservation Plan/Habitat Conservation Plan (Conservation Plan). The Transportation Analyst Senior provides technical oversight to consultants and internal staff on environmental, planning, and land use matters; evaluates environmental documents prepared by outside entities; and plans, administers, and analyzes multimodal transportation system projects and studies throughout Orange County.

This role builds consensus among local jurisdictions and state and federal regulatory agencies, prepares written reports and Board materials, participates in committee and Board meetings, and interfaces with private property owners and external stakeholders.

Transportation Analyst Senior: This is an exempt position in salary grade 205: Min $97,864.00 - Mid $116,896.00 - Max $135,928.00/year. The starting salary will be within this range based on qualifications.

Transportation Analyst: This is an exempt position in salary grade 195: Min $88,753.60 - Mid $106,038.40 - Max $123,302.40/year. The starting salary will be within this range based on qualifications.

What You'll Do

  • Participate in implementation of the Freeway Environmental Mitigation Program (EMP) and M2 Conservation Plan
  • Provide technical oversight to consultants and ensure adherence to scope, schedule, and budget
  • Prepare and present reports, Board staff reports, and study summaries
  • Review and provide recommendations on environmental documents prepared by third parties
  • Analyze transportation data related to projects, facilities, funding, and forecasts
  • Identify transportation and mitigation needs and associated costs
  • Develop scopes of work and participate in procurement and vendor selection processes
  • Assist with departmental budgeting and grant documentation
  • Coordinate with internal departments, local jurisdictions, Caltrans, FHWA, USFWS, CDFW, and other agencies
  • Participate in field visits and public access days at OCTA Preserves
  • Develop agreements and documentation necessary to secure grants
  • Prepare reports, analyses, maps, charts, and graphics to support planning efforts
  • Communicate with stakeholders to resolve technical and environmental issues

What We're Looking For

  • Bachelor's degree in planning, environmental or natural resource studies, public administration, or related field (both levels)
  • Minimum of four years of professional planning experience that includes two years of related transportation planning, financial analysis, or grant writing/grant management or related for the Transportation Analyst Senior level; three years of related experience for the Transportation Analyst level.
  • Master's degree in a related field is desirable
  • Knowledge of transportation planning, environmental compliance, and mitigation programs
  • Experience overseeing consultant contracts and managing project budgets
  • Strong analytical skills with ability to interpret complex data
  • Ability to prepare clear, concise written reports and presentations
  • Experience working with regulatory agencies and diverse stakeholders
  • Valid California Driver's License
