Job description

Position Summary

The ARF Senior Administrator is responsible for providing comprehensive operational leadership and oversight for multiple residential programs. This role ensures regulatory compliance, staffing stability, financial accountability, quality assurance, employee engagement, and exceptional consumer care while serving as a strategic partner to Executive Leadership.

The Senior Administrator is expected to lead by example, maintain a visible presence within assigned homes, foster accountability, and drive operational excellence across all assigned programs.

Essential Duties & ResponsibilitiesOperational Leadership
  • Provide day-to-day operational oversight of assigned residential homes.
  • Maintain consistent leadership visibility within assigned programs.
  • Coach, mentor, and develop leadership teams.
  • Support employee performance management, corrective action, and accountability.
  • Oversee crisis management and emergency response activities.
  • Coordinate client admissions, discharges, and transitions.
  • Collaborate with Regional Centers, interdisciplinary teams, vendors, and community partners.
  • Ensure effective communication between operations and executive leadership.

 Scheduling & Staffing Oversight

  • Maintain oversight of staffing schedules and staffing efficiency.
  • Monitor staffing ratios to ensure regulatory compliance.
  • Review overtime and double-time utilization and implement reduction strategies.
  • Develop staffing stabilization plans.
  • Partner with Human Resources and Talent Acquisition to fill vacancies.
  • Monitor attendance trends, call-offs, and staffing gaps.
  • Maintain accountability for staffing outcomes within assigned homes.
Quality Assurance & Regulatory Compliance
  • Oversee Quality Assurance initiatives and corrective action plans.
  • Review incident reports and identify operational trends.
  • Ensure consumer binders and documentation remain audit-ready.
  • Monitor medication documentation compliance.
  • Prepare homes for licensing visits and internal audits.
  • Ensure compliance with all applicable federal, state, licensing, Regional Center, Title 17, Title 22, and company requirements.
  • Monitor employee training compliance.
  • Follow up on identified deficiencies until resolution.
Financial & Operational Management
  • Monitor labor expenses and staffing utilization.
  • Analyze overtime, productivity, and scheduling efficiency.
  • Review operational spending and supply utilization.
  • Identify opportunities to improve operational efficiency while maintaining quality services.
  • Participate in financial planning discussions with Executive Leadership.
Executive Reporting

Conduct weekly operational review meetings with Executive Leadership covering:

  • Quality Assurance updates
  • Staffing and scheduling review
  • Overtime and labor analysis
  • Recruitment and vacancy updates
  • Financial concerns
  • Consumer movement updates
  • Employee engagement initiatives
  • Staff performance trends
  • Retention and turnover metrics
  • Regional Center updates
  • Operational barriers and action plans
Minimum Qualifications
  • Bachelor's degree in Human Services, Social Work, Healthcare Administration, Business Administration, or related field preferred.
  • Minimum three (3) years of management experience in residential services, behavioral health, developmental disabilities, or related human services.
  • Minimum two (2) years supervising multiple programs or residential homes preferred.
  • Knowledge of California Title 17, Title 22, DDS, Regional Center, and licensing regulations.
  • Active ARF certificate
  • Active RBT certificate
  • Strong knowledge of staffing management, scheduling, compliance, and quality assurance.
  • Experience leading multidisciplinary teams.
  • Excellent organizational, leadership, communication, and problem-solving skills.
  • Proficient in Microsoft Office and electronic health record/documentation systems.
  • Valid California Driver's License with acceptable driving record.
  • Ability to pass DOJ/FBI background clearance, health screening, and all required employment clearances.
Physical Requirements
  • Ability to travel regularly between assigned residential locations.
  • Ability to respond to emergencies outside of normal business hours when required.
  • Ability to sit, stand, walk, bend, lift up to 25 pounds, and perform routine office and residential program duties.
Work Environment

This position operates in residential care settings and office environments. Evening, weekend, holiday, and on-call responsibilities may be required to meet operational needs.
