MINIMUM REQUIREMENTS:
A high school diploma or its equivalent and seven (7) years of experience in computer systems analysis and/or computer programming, two (2) years of which must have been in systems programming; or
Completion of a one-year program of study from a vocational/technical school in an area of data processing (excluding data entry) can substitute for one (1) year of the required experience; or
Five (5) years of experience in computer systems analysis and/or computer programming, two (2) years of which must have been in systems programming and either (1) completion of a 720 classroom hour program of study from a vocational/technical school or accredited community college in an area of data processing (excluding data entry), or (2) 60 semester or 90 quarter hours of college course work from an accredited institution which includes four courses in computer science or management information systems.
A bachelor's degree (4 years) from an accredited college or university and four (4) years of experience in computer systems analysis and/or computer programming, two (2) years of which must have been in systems programming; or
A bachelor's degree (4 years) from an accredited college or university with a major in one of the computer sciences or management information systems and three (3) years of experience in computer systems analysis, and/or computer programming, two (2) years of which must have been in systems programming; or
A master's degree (6 years) from an accredited college or university in one of the computer sciences or management information systems and two (2) years of experience in systems programming; or
A doctorate (8 years) from an accredited college or university in one of the computer sciences or management information systems and one (1) year of experience in systems programming.

JOB DUTIES:
This position resides within the Office of Agriculture Technology Services and reports to the Information Technology Business Consultant Manager - SES. The role is responsible for the design, development, administration, and support of enterprise applications, cloud platforms, collaboration systems, and automation tools used throughout the Department. This position oversees SharePoint Online, Microsoft Power Platform, Azure DevOps, GitHub, and AI enabled systems to support efficient, secure, and modern service delivery. The incumbent collaborates with program areas, business stakeholders, and technical teams to implement solutions that improve workflows, enhance data access, automate processes, and strengthen the Department's digital capability. The position requires strong technical expertise, effective communication skills, and the ability to lead or support complex technological initiatives across the agency.
Enterprise Application, Cloud, and SharePoint/Power Platform Development
Leads and supports the design, development, implementation, and maintenance of enterprise applications using Microsoft .NET, SharePoint Online, Power Apps, Power Automate, and related Microsoft 365 technologies. Oversees site architecture, configuration, SPFx components, and integration with enterprise systems. Develops low code and no code solutions to enhance business operations.
Platform Administration (SharePoint Online, Power Platform, Azure DevOps, GitHub)
Administers and governs SharePoint Online, Microsoft Power Platform environments, Data Loss Prevention policies, connectors, permissions, Azure DevOps, and GitHub enterprise repositories. Manages pipelines, branching strategies, automated deployments, and lifecycle management. Ensures platform security, compliance, and adherence to agency standards.
AI Adoption and Intelligent Automation
Leads initiatives to adopt artificial intelligence technologies including Microsoft Copilot, Azure AI Services, large language models, and predictive analytics tools. Designs and maintains AI enabled automations and enhances business processes with intelligent workflows. Evaluates new AI capabilities for departmental application.
Virtual Agent and Chatbot Development
Designs, develops, and maintains virtual agents using Microsoft Copilot Studio or similar tools. Creates conversation flows, integrates APIs and data sources, ensures accessibility compliance, and continuously monitors and optimizes virtual agent performance.
Business Analysis, Requirements, and Stakeholder Collaboration
Collaborates with stakeholders and IT leadership to understand business requirements and define solution approaches. Produces written deliverables including process diagrams, functional and technical specifications, test plans, training materials, and documentation for enterprise applications.
Standards, Governance, and Training
Develops and maintains agency standards, governance practices, and configuration guidelines for SharePoint Online, Microsoft 365, Power Platform, CI/CD systems, and AI enabled technologies. Conducts training, workshops, and presentations to promote consistent use and understanding across divisions.
Perform related work as required, including, but not limited to, participation in emergency response activities, on call rotations, cross functional initiatives, and other tasks that support the mission of the Office of Agriculture Technology Services. This position must also adhere to the policies and procedures of the Department's Information Resource Security Program and allocate time as requested for Disaster Recovery activities.
KNOWLEDGE, SKILLS AND ABILITIES:

  • Knowledge of Microsoft 365 enterprise services including SharePoint Online and Power Platform components (Power Apps, Power Automate, governance).
  • Knowledge of .NET development and enterprise application design principles.
  • Knowledge of Azure DevOps and GitHub workflows, pipelines, and source control.
  • Knowledge of business and technical analysis, including workflow evaluation and process design.
  • Knowledge of project management principles and practices.
