Job description

Technical Program Manager, Lead

The Opportunity:

Booz Allen is seeking a Program Manager to support a large-scale modernization effort focused on legacy HR and personnel applications. In this role, you will serve as the senior customer-facing delivery lead for a complex, high-visibility program that is modernizing a fragmented portfolio of legacy systems into a more secure, sustainable, and supportable target environment.

This program is primarily focused on Salesforce, Public Sector Solutions, and Omnistudio, but it also requires leadership across adjacent platforms, enterprise services, and legacy environments, including ServiceNow, OutSystems, MuleSoft, and other connected systems. You will lead delivery across application refactoring and modernization, DevSecOps, human-centered discovery, enterprise integration and API development, and governed data migration and validation.

You will own customer coordination, staffing, schedule, risks, dependencies, reporting, release readiness, and cross-workstream execution. You will work across business, product, engineering, architecture, integration, data, cybersecurity, and DevSecOps teams to translate modernization priorities and technical blueprints into executable delivery plans and sustained program performance.

The ideal candidate brings deep experience leading large-scale Salesforce modernization programs and enough Salesforce platform fluency to manage technical tradeoffs, challenge weak execution, maintain customer confidence, and drive decisions to closure. This is not a generic administrative program manager role. It requires a senior leader who can manage a high-visibility client environment, lead a cross-functional team, and keep a technically complex modernization effort moving.

What You'll Work On:

  • Lead delivery of a large-scale modernization effort focused on legacy HR and personnel applications across Salesforce, Public Sector Solutions, OmniStudio, and adjacent enterprise services.

  • Own program execution across staffing, schedule, risks, dependencies, reporting, release readiness, and cross-workstream coordination.

  • Manage relationships with senior client stakeholders, delivery leads, and governance bodies, including escalations, decision-making, and executive reporting.

  • Coordinate delivery across application modernization, DevSecOps, discovery, enterprise integration and APIs, and data migration and validation.

  • Partner with solution architecture and technical leads to translate modernization priorities and technical blueprints into executable delivery plans, release plans, and staffing approaches.

  • Ensure delivery discipline across quality, security, auditability, and sustainment in coordination with engineering, cybersecurity, integration, data, and DevSecOps teams.

You Have:

  • 10+ years of experience leading complex enterprise application delivery, digital transformation, or legacy modernization programs

  • 7+ years of experience leading Salesforce-based enterprise programs, including delivery involving Salesforce, Public Sector Solutions and Omnistudio in federal, public sector, or a highly regulated environment

  • Experience with managing large cross-functional teams spanning program management, solution architecture, software delivery, DevSecOps, integration, cybersecurity, data migration, testing, and business analysis

  • Knowledge of Salesforce delivery and governance, including configuration versus code tradeoffs, platform constraints, security model implications, release discipline, and enterprise integration patterns

  • Knowledge of Agile program execution, including backlog governance, dependency management, delivery metrics, release readiness, and risk and escalation management across multiple workstreams

  • Ability to serve as a customer-facing delivery lead, build trust with executive stakeholders, navigate complex stakeholder environments, and drive issues and decisions to closure

  • Ability to lead staffing, schedule, risks, dependencies, reporting, and cross-workstream execution

  • Secret clearance

  • Bachelor's degree

Nice If You Have:

  • Experience supporting Air Force, DoD, or other federal modernization efforts involving HR, personnel, case management, or enterprise business systems

  • Experience leading programs that span ServiceNow, OutSystems, MuleSoft, and other shared enterprise services or integration layers

  • Knowledge of RMF, NIST 800-53, STIGs, vulnerability management, POA&M processes, Section 508, and ATO sustainment expectations in regulated delivery environments

  • Ability to translate discovery outputs, technical blueprinting, and modernization roadmaps into executable staffing plans, release plans, and delivery governance structures

  • Ability to coach Scrum Masters, technical leads, and delivery managers while building stronger execution discipline across a large program

  • PMP Certification

  • SAFe Agilist, PMI-ACP, PgMP, Scrum Certification, or related Salesforce Certification, such as Salesforce Administrator, Salesforce Business Analyst, or Salesforce Certified Omnistudio Consultant Certification

Salary at Booz Allen is determined by various factors, including but not limited to location, the individual's particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $112,800.00 to $257,000.00 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of Booz Allen's total compensation package for employees.
