Job description

We are seeking an experienced Business Development Manager to drive growth within the federal sector. This role is responsible for identifying, qualifying, and capturing new business opportunities, with a strong emphasis on managing and supporting the full proposal lifecycle from opportunity shaping through award.
Key Responsibilities
  • Identify, qualify, and pursue federal opportunities aligned with company capabilities using tools such as SAM.gov and other market intelligence platforms
  • Develop and execute capture strategies, including win themes and competitive positioning
  • Manage and support the full proposal lifecycle (pre-RFP, RFP response, submission, and post-submission)
  • Collaborate with proposal teams, technical SMEs, and leadership to develop compliant, compelling proposals
  • Build and maintain relationships with government stakeholders and industry partners
  • Develop and manage teaming agreements with primes and subcontractors
  • Maintain pipeline, support bid/no-bid decisions, and provide accurate forecasting

Requirements
  • 5+ years of experience in federal business development, capture, or proposal management
  • Strong understanding of the federal procurement process (FAR)
  • Experience using SAM.gov to identify and track opportunities
  • Proven experience supporting or winning federal contracts
  • Excellent communication and stakeholder management skills

Preferred Qualifications
  • Experience with DoD, Civilian, or Intelligence Community agencies
  • Familiarity with contract vehicles (GWACs, IDIQs, BPAs)
  • Experience working in a small business environment
