Job description

About this Job Jefferson Parish Human Services Authority (JPHSA) is a Local Governing Entity (LGE) created by the Louisiana Legislature in 1989. JPHSA is responsible for managing and operating Behavioral Health and Developmental Disability Services in Jefferson Parish. JPHSA provides fully integrated Primary and Behavioral Healthcare services through JeffCare, its Federally Qualified Health Center (FQHC).

Under the direct supervision of the Chief Strategy Officer, the Administrative Program Director 4 is responsible for planning, directing, and coordinating the full scope of Health Center data management, reporting and analytics while simultaneously leading agency-wide quality improvement initiatives. The incumbent provides strategic oversight and direct supervision of the Site Manager, Electronic Health Record (EHR) Training and Development Manager, Business Analytic Specialist, and Decision Support Anaylst. This position performs complex management functions requiring a high degree of independent initiative and sound professional judgment, and serves as a principal operational and quality resource for the Executive Director, agency leadership, regulatory bodies, and accreditation activities.

Minimum Qualifications Eight years of experience in administrative services; OR Six years of full-time work experience in any field plus five years of experience in administrative services; OR A bachelor's degree plus five years of experience in administrative services; OR An advanced degree plus four years of experience in administrative services. EXPERIENCE SUBSTITUTION: Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information Job Duties: As an Administrative Program Director, you will, Oversees the Behavior Health Manager with implementation of efficient documentation and data collection workflows across Health Center sites to support JeffCare's goals and objectives Monitors each site's compliance with the following: Health Center and regulatory requirements regarding visit documentation; All JPHSA revenue cycle management policies and procedures; All JPHSA and JeffCare policies and procedures. Develops monitoring reports and assists BH Manager to measure the results of front line staff work/productivity, volume, collections, individuals served, staff/provider satisfaction, and other work improvement indicators.

Collaborates with Site Manager and the Registered Nurse Supervisor to identify best practices, desired outcomes, and reporting methods. Reports planned actions and results to the Executive Director Ensures completion of, incident reports and/or investigative reviews per JPHSA policy. Provides reports that are timely and with the appropriate level of detail Ensures all supervisory/management staff have a detailed understanding of Council on Accreditation (COA) standards applicable to JeffCare, Patient-Centered Medical Home (PCMH) Recognition requirements, and Health Resources and Services Administration (HRSA) requirements.

Provides or arranges provision of training as needed and ensures supervisory/management staff provide the same to their direct reports Serves as point person for HRSA Uniform Date System reporting activities as required by contract. Handles all follow-up corrective actions and provides the JPHSA Executive Director with all data needed to meet Corrective Action Plan requirements Gathers data for JeffCare Performance Indicators included in the JPHSA Strategic Plan and documented in the Louisiana Public Accountability System (LaPAS). Reports to the Executive Director, including draft explanations for variances and corrective action Monitors, in conjunction with the Assistant Medical Director and Medical Director, coordination of care provided by Primary Care providers to ensure Patient-Centered Medical Home (PCMH) Recognition standards are consistently met, including systematic tracking of test results and coordination of care across specialty care, facility-based care, and community organizations Monitors Healthcare Effectiveness Data and Information Set (HEDIS) measures and provides feedback to supervisor regarding required documentation and/or services to improve JeffCare's measures Monitors data required for performance indicators, Uniform Data System (UDS) performance measures, and other reporting requirements to ensure data is collected and performance expectations are met Position-Specific Details: Appointment Type: Probational, Promotional, or Job Appointment Career Progression: This position does not participate in a Career Progression Group Work Schedule: Flexible work hours that may be outside of the traditional 8:00 am to 4:30 pm, Monday - Friday, schedule dependent on job duties.
