Job description

Position: Corporate Finance Operations Manager
FLSA Status: Exempt
Reports to: Executive Director - Contract Administration
POSITION Description: The Corporate Finance Operations Manager is responsible for the overall management of corporate finance operations and administration across LifeSkills Connection, Inc. government contracts. This position directs the corporate finance function, ensures contractual and regulatory compliance, and provides day-to-day leadership and operational oversight of the finance staff based at the corporate office, which does not have a dedicated on-site manager. Directly supervises the Finance amp; Administrative Specialist.
RESPONSIBILITIES:
Financial Responsibilities
  • Plan, coordinate, and manage the corporate financial services for LifeSkills Connection, Inc. government contracts
  • Coordinate cost control, center finance reporting, budgeting, invoicing, and processing for all assigned government contracts
  • Establish financial acquisition controls and evaluate potential program expenditures; direct the efforts of the procurement area in compliance with government and management directives
  • Ensure compliance with established budgets, purchase limitations, travel restrictions, and general contract limitations; maintain stability and consistency with client and LifeSkills Connection goals and objectives
  • Establish and maintain all financial systems, internal control policies, and procedures for financial procurement and reports
  • Implement new or revised policies and procedures affecting the contract finance department; coordinate with other departments to ensure compliance with overall finance and administrative objectives
  • Review and audit all assigned areas regularly for contractual compliance and effectiveness; prepare related reports
  • Assist with the maintenance and tracking of financial reporting tools and dashboards initiated by executive leadership
  • Maintain an effective reports control system, inclusive of SOP development and updates
  • Work closely with contract and corporate staff on the preparation and administration of all purchase order contracts, subcontracts, lease/rental agreements, and consultant contracts for equipment, service, repairs, utilities, and rehab work
  • Prepare and process invoicing for government contracts for which LifeSkills Connection serves as direct financial services provider
  • Maintain updated knowledge of the Code of Federal Regulations (CFR) and Federal Acquisition Regulations (FAR) as they relate to current contracts
Operational Support
  • Ensure adherence to the energy conservation, facility utilization, and facility maintenance plans
  • Ensure proper maintenance activities including maintenance of buildings, inspections, preventive maintenance, space utilization, and rehabilitation plans and projects for assigned contracts with a Maintenance program
  • Ensure proper logistics activities including management of the warehouse and proper recordkeeping and reporting of government equipment and consumable supplies for assigned contracts with Property and Records programs
  • Support the implementation of corporate initiatives across all assigned contracts
  • Provide technical support, training, and guidance to the finance departments of assigned contracts on finance systems, processes, and reporting requirements
Leadership amp; Corporate Office Oversight
  • Directly supervise the Finance amp; Administrative Specialist, providing day-to-day direction, performance management, and professional development
  • Provide day-to-day leadership and operational oversight of the other finance positions based at the corporate office, which does not have a dedicated on-site manager โ€” directing workflow, setting priorities, and ensuring the accuracy, timeliness, and consistency of finance operations
  • Serve as the on-site leadership presence and primary point of contact for the corporate finance office, ensuring a professional, organized, and well-run work environment
  • Coordinate daily activities across the corporate finance office and provide guidance, direction, and support to keep operations running smoothly
  • Ensure corporate finance staff are properly trained in finance hardware and software
  • Partner with the respective supervisors of dotted-line staff on formal performance and personnel matters

EDUCATION AND EXPERIENCE REQUIREMENTS:
  • Bachelor's degree in finance or accounting
  • Two years related experience in finance or accounting required, one of which should be in a supervisory capacity
  • Experience with Job Corps finance preferred
  • Experience with procurement, developing budgets, contracting, financial forecasting, cost analysis, and financial software
  • Excellent written and verbal communication skills and computer proficiency
  • Valid driver's license with an acceptable driving record
