Federal experience is not required. Experience may have been gained in the public sector, private sector or through Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. QUALIFICATION REQUIREMENTS: To qualify for this position, you must meet the qualification requirements outlined below:
SPECIALIZED EXPERIENCE/EDUCATION GS-07: To be eligible for this position, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service.
Specialized experience for this position includes:

  • Experience applying established administrative policies, procedures, regulations, and operating instructions to complete administrative assignments and provide program information.
  • Experience monitoring administrative activities, reporting requirements, deadlines, and work products to verify timeliness, consistency, completeness, and compliance with established procedures.
  • Experience gathering, assembling, reviewing, and analyzing data, reports, memoranda, or other administrative records to identify procedural issues and document conclusions.
  • Experience preparing reports, response materials, memoranda, or briefing materials concerning administrative programs, assignments, or confidential matters.
OR
EDUCATION: You may substitute education for specialized experience as follows:
One (1) year of graduate level education from an accredited college or university that demonstrates the knowledge, skills, and abilities necessary to do the work.
OR
Superior Academic Achievement may be met by having a bachelor's degree, with one of the following:
  1. GPA of 2.95 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last 2 years of study,
  2. GPA of 3.45 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last 2 years of study,
  3. Rank in the upper one third of the class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies.
Note: Grade point averages should be rounded to one decimal point. For example, 2.95 is rounded to 3.0, and 2.94 is rounded to 2.9. If more than 10 percent of your undergraduate course work (credit hours) was taken on a pass/fail or similar basis, your claim must be based on class standing or membership in an Honor Society.

COMBINATION OF EDUCATION AND EXPERIENCE: You may qualify with an equivalent combination of qualifying graduate education and experience as described above.
SPECIALIZED EXPERIENCE/EDUCATION GS-09: To be eligible for this position, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service.
Specialized experience for this position includes:
  • Experience planning and coordinating assigned phases of programs, projects, or administrative processes that affect customers or organizational operations; establishing work steps and tracking assignments through completion.
  • Experience managing administrative assignments and monitoring reporting requirements, deadlines, work products, and program activities to verify timeliness, consistency, completeness, and compliance with applicable policies and procedures.
  • Experience reviewing and consolidating responses, reports, memoranda, or other program information for submission on behalf of an organization.
  • Experience applying analytical and evaluative techniques to gather, compare, and analyze program or administrative information; identify operational or procedural issues; develop alternative courses of action; and prepare recommendations.
  • Experience applying administrative policies and procedures to implement or revise work processes and preparing reports or briefings that communicate findings, recommended actions, and implementation results.

OR
EDUCATION: You may substitute education for specialized experience as follows:
A master's or equivalent graduate degree from an accredited college or university that demonstrates the knowledge, skills, and abilities necessary to do the work.
OR
Two (2) years of progressively higher-level graduate education leading to such a degree in a related field from an accredited college or university.
OR
An LL.B. or J.D., if related.

COMBINATION OF EDUCATION AND EXPERIENCE: You may qualify with an equivalent combination of qualifying higher-level graduate education and experience as described above,

AND
You must also meet the following requirement(s):

  • TIME AFTER COMPETITIVE APPOINTMENT (TACA): Current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens".
  • TIME IN GRADE (TIG): For positions above the GS-05,applicants must meet applicable time-in-grade requirements to be considered eligible. One year (52 weeks) at the next lower grade level is required to meet the time-in-grade requirements for the grade you are applying for. For positions at the GS-5, you cannot advance to the GS-05 if you have held a GS-02 in the past 52 weeks. There is no TIG restriction for GS-02, 03, or 04 positions.
