Federal experience is not required. Experience may have been gained in the public sector, private sector or through Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week, on your resume.
You must meet the following requirements by the closing date of this announcement
SPECIALIZED EXPERIENCE IR-1: To be minimally qualified for this position you must have at least one (1) year of specialized experience equivalent to the next lower-level payband or GS grade in the normal line of progression.
Specialized experience would include one year of substantive supervisory or program management experience at the GS-13 or GS-14 level or equivalent level manager or comparable management or leadership experiences outside of Federal service. To be qualifying for this position your experience should be sufficient to demonstrate:

  • Experience applying budget and fiscal methods, financial management principles, or resource analysis techniques used to support tax administration programs, compliance activities, or organizational operations.
  • Experience working in the international tax law domain, such as applying tax principles related to Individual International Tax, Transfer Pricing, Business International Tax, Internal Revenue Code Chapter 3 (Withholding of Tax on Nonresident Aliens and Foreign Corporations), Chapter 4 (Taxes to Enforce Reporting on Certain Foreign Accounts), Chapter 61 (Information & Returns), and other complex international tax compliance issues.
  • Experience interpreting and applying the Internal Revenue Code, tax laws, regulations, rulings, procedures, tax treaties, and other guidance to analyze and resolve complex tax issues.
  • Experience applying examination techniques, auditing principles, and compliance procedures involving complex returns, large business entities, international transactions, or other tax administration matters.
  • Experience analyzing industry practices, regulatory provisions, and emerging trends to identify compliance issues and develop technically supported recommendations or resolutions.

You must also meet the following requirement(s):

  • TIME AFTER COMPETITIVE APPOINTMENT (TACA): By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
