As a Program Manager (Digital Learning Accessibility Program Manager), you will oversee Section 508 testing for all distance learning programs, managing processes and teams, and ensuring accessibility compliance for adult education and professional development courses.Qualifications:The qualifications for this position must be met by 11:59 PM (Eastern Time) on 07/27/2026.
Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 07/27/2026.
Selective Placement Factor: Do you have a 508 Trusted Tester Certification? By answering yes, you must provide proof of certification of completion with Trusted Tester identification number on the certificate OR the DHS Trusted Tester Certificate with identification number. This experience must be documented in your resume. Failure to do so may result in an ineligible rating.
GS-14: You qualify at the GS-14 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-13 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing all of the following duties:
  • Conducting manual and automated accessibility testing of digital products, leveraging technology to enhance digital learning and program efficiency.
  • Managing accessibility compliance and training programs, including developing project plans and collaborating with stakeholders.
  • Designing, developing, and delivering training or professional development programs related to digital learning.
  • Analyzing digital product standards in order to advise leadership on compliance and risk management.
  • Collaborating with developers and designers to identify accessibility challenges, communicating technical information and advising product improvement.
