Position Summary


The Program Operations Supervisor is responsible for managing the safe operations of the Samuel Billings Center during a scheduled shift by supporting and leading staff on duty, delegating daily tasks, and ensuring work is carried out to an acceptably high standard.

To perform this job successfully, an individual must be able to perform the following satisfactorily; other duties may be assigned. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.


Essential Duties & Responsibilities


Program Operations & Safety

  • Manage safe, compliant operations of the Samuel Billings Center during assigned shifts.
  • Supervise, support, and lead staff on duty; delegate tasks and ensure quality performance.
  • Respond to emergency and crisis situations involving client or staff safety.
  • Oversee operational logistics including food service, supplies, and treatment materials.
  • Coordinate preparation and setup for groups, activities, and program operations.
  • Facilitate shift reports and ensure effective communication across shifts.
  • Perform direct-care duties as needed to maintain staffing ratios and continuity of care.
  • Work flexible hours and adjust schedules as needed to meet program and staffing needs.
  • Provide information about services to staff, clients, visitors, and community partners.
  • Perform other duties as assigned to support program operations and organizational goals.

Staff Supervision & Development

  • Provide ongoing supervision, coaching, and performance management in accordance with agency policy.
  • Participate in recruitment, hiring, training, evaluations, and disciplinary actions.

Admissions, Transitions & Care Support

  • Assist with admissions, transitions, and discharges; complete intake screenings using ASAM criteria.
  • Determine appropriateness for level of care and facilitate referrals or transfers as needed.
  • Consult with nursing and clinical staff regarding client physical and mental health needs.
  • Administer medications and complete UDS screenings as required (training required).
  • Support client recovery by addressing barriers, facilitating groups or individual discussions, and encouraging family involvement when appropriate.

Documentation, Compliance & Quality

  • Ensure accurate, timely documentation in the electronic health record.
  • Complete and submit incident reports in accordance with regulatory requirements.
  • Ensure services comply with state, federal, and agency standards.
  • Participate in QA/QI activities, including peer review and corrective action follow-up.


Supervisory Responsibilities


Directly supervises employees in the Department. Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws.


Additional Duties for Credentialed Staff (CPSS and/or CADC Registrants/Interns)

  • Complete admissions for residential clients, including intake screenings, drafting service plans, and ensuring appropriateness for admission using ASAM criteria when qualified as a QP.
  • Facilitate client transitions, referrals, and discharges to appropriate levels of care, including completion of required follow-up documentation.
  • Provide peer support services that promote recovery, self-determination, self-advocacy, wellness, and development of community living skills.
  • Deliver recovery-focused support activities consistent with the CPSS scope of practice and Service Definition 3.5.
