Job description

The Air Force Civilian Service (AFCS) is looking for full time Global Strike Capabilities Program Analyst (NH-0343-03) to work at USSTRATCOM/J8 at Offutt AFB, NE.
The member uses operational and/or Department of War (DoW) planning, programming, and budget execution experience to analyze and assess the adequacy of global strike capabilities, including nuclear and conventional weapons and triad delivery systems. This position develops requirements and advocates for the sustainment and modernization of nuclear delivery systems, nuclear security, nuclear platform C2, and global strike capabilities. Provides staff support, analysis, advice, and recommendations to J87 Branch Chiefs, the Division Chief, and the J8 Director to inform courses of action for United States Strategic Command programs and missions.

Qualifications:
US citizenship is required.
Position is designated special-sensitive and requires a TOP SECRET (TS) security clearance with eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. Employee must be able to obtain and maintain a Top-Secret w/SCI clearance.
This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions present a clear threat to the mission of the Air Force, national security, and public safety. It is required that you (a) refrain from the use of illegal drugs and (b) if requested, submit to urinalysis testing.
Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
Key Requirements & Skills:
Knowledge and experience in a wide range of nuclear and conventional global strike capabilities, logistics, planning, and/or operations required to develop program requirements, assess adequacy of program plans in meeting Command objectives.
Ability to obtain and maintain approval to access the portfolio of DoW classified programs, Special Access Programs, and NATO classified programs.
Knowledge and experience of DOE and NNSA nuclear weapons / enterprise requirements, processes, policies, procedures, planning, logistics, and certification.
Knowledge of a wide range of qualitative and/or quantitative methods to participate in the assessment and improvement of command level plans and programs for conducting major operations.
Ability to apply experience and expertise with Office of the Secretary of War, Joint Staff, USN, USAF, and DOE/NNSA during programmatic and advocacy interactions.
Skill in designing and conducting comprehensive studies and preparing solutions to resolve effectiveness and efficiency issues with major command programs.
Ability to plan, organize, negotiate complex issues, and maintain good working relationships with peers, senior analysts and management to implement recommendations.
