Position Overview
The State of Ohio – Department of Children and Youth (DCY) is seeking an experienced Program Manager III to lead the modernization and complete rewrite of an enterprise .NET application. The selected candidate will oversee the project from initiation through implementation, ensuring successful delivery while managing scope, risks, timelines, budget, and stakeholder expectations.
Required Skills
  •  7–8+ years of Program/Project Management experience 
  •  Experience leading legacy system migration, refactoring, or application modernization projects 
  •  Strong knowledge of Application Architecture, Refactoring, Re-architecting, and Rebuilding Strategies
  •  Experience with Cloud Technologies, Microservices, and modern DevOps practices
  •  Experience with Clarity PPM, Azure DevOps, SharePoint, and other Project & Portfolio Management tools 
  •  Strong experience in project planning, risk management, scope management, budgeting, scheduling, and stakeholder communication 
  •  Ability to lead cross-functional teams across development, operations, security, and business units 
  •  Bachelor's degree in IT, Computer Science, Engineering, or Business
  • PMP or PMI-ACP certification required (Agile/Scrum certifications are a plus) 
Preferred Skills
  •  Experience managing enterprise .NET application modernization projects 
  •  Strong critical thinking and problem-solving skills 
  •  Experience managing technical debt, integration challenges, and modernization initiatives 
  •  Knowledge of Agile project management methodologies and software development lifecycle (SDLC)
