Program Management Spec (Program Management)

Boeing Defense, Space and Security (BDS) has an exciting opportunity for a Senior Program Manager (Level M) to join the Strategic Deterrence Systems (SDS) Program Management team in Heath, OH!

The Heath Portfolio Senior Program Manager & Heath Site Manager is a blended leadership role responsible for leading program-level planning, execution, governance, and reporting while providing day-to-day operational leadership at the site. This role ensures program objectives for cost, schedule, performance, quality, and safety are met by coordinating cross-functional teams, managing on-site activities, and serving as the SDS Directors delegated representative when required.

Position Responsibilities:

  • Lead the Heath Portfolio and site in overall program planning, execution, finance, and stakeholder reporting.
  • Act as authorized representative in the Executive Directors absence and make decisions within delegated authority when required.
  • Serve as the on-site manager: lead daily site operations, enforce safety and quality standards, and manage staffing.
  • Implement corrective actions for schedule and cost variances.
  • Integrate risk and opportunity management into program/site execution-identify, assess, mitigate, monitor, and report impacts to protect schedule, budget, and performance.
  • Lead program risk management: identify risks, develop mitigation plans, and track status.
  • Oversee contract deliverables and ensure compliance with contract terms, customer requirements, and regulatory standards.
  • Drive safety and quality assurance activities and ensure work performed meets technical and contractual acceptance criteria.
  • Drive lean and continuous improvement activities through the site and programs.
  • Prepare and deliver program and site briefings to internal leadership and external customers.
  • Manage site materials, equipment, and supply chain coordination to support schedule milestones.
  • Maintain the site Capital expense plan ensuring purchases are prioritized within the larger Space Intelligence Weapons Systems (SIWS).
  • Maintain site documentation: daily logs, safety and inspection records, meeting minutes, and change records.
  • Mentor and develop staff; foster collaboration between program office and site teams.
  • Responsible for overall site communication strategy (up and out as well as down and in).

This position is expected to be 100% onsite. The selected candidate will be required to work onsite in Heath, OH.

This position requires an active U.S. Secret Security Clearance (US Citizenship Required). (A U.S. Security Clearance that has been active in the past 24 months is considered active)

Basic Qualifications (Required Skills/Experience):

  • 10+ years performing in a leadership role
  • 7+ years managing multi-million dollar budget(s)
  • 7+ years project/program management experience
  • Experience in developing long range business plans (LRBP)
  • Experience creating and implementing project or communication plans, strategies, and tactics
  • Experience in preparing and presenting executive level briefings
  • Experience leading projects that require integration across business units and/or multiple functions
  • Experience in project management for both small and large projects
  • Strong communication, problem solving and analytical skills

Preferred Qualifications (Desired Skills/Experience):

  • Bachelor's Degree or higher
  • Experience working with multiple functional organizations from multiple sites
  • Directly participates in establishing, managing and administering multiple projects concurrently
  • Experience in developing and managing technical, cost, and schedule metrics and technical performance measures (TPM)
