What is an IT Program Manager?
The IT Program Manager will drive delivery of the multi-year roadmap and strategy for Central Hudson's IT Capital Program. The IT Program Manager will develop execution strategies and programs that align to Central Hudson's corporate strategy. The IT Program Manager is competent in both leading diverse teams and delivering business solutions. This role requires a very detailed understanding of PMI practices and frameworks and is responsible for driving adoption across the business. The IT Program Manager will be instrumental in working with and providing expertise to various project teams across the business. This role requires strong leadership, communication, and organizational skills, along with a solid understanding of IT systems and project management principles.
What does an IT Program Manager do?
The IT Program Manager is accountable for end-to-end program delivery and oversight, including:
  • Leads the planning, execution, and governance of large-scale technology and business application programs aligned with Central Hudson's IT strategy.
  • Develops and manages multi-year technology program roadmaps, including milestones, dependencies, timelines, and key deliverables
  • Partners with business and IT stakeholders to continually advance program strategy and maturity.
  • Oversees and manages third party vendor relationships associated with program initiatives.
  • Ensures roadmap milestones and delivery commitments are achieved; identify risks, gaps, and corrective actions.
  • Develops and maintains program level reporting, including progress visibility, status updates, and performance metrics.
  • Provides resource demand and capacity analysis to support staffing and investment decisions.
  • Proactively manage and support resolution of program risks, issues, actions, and decisions.
  • Supports the development and execution of vendor SOWs, RFPs, and change requests.
  • Provides oversight and guidance to ensure alignment and coordinated execution across initiatives.
  • Conducts risk assessments and implements mitigation strategies to address potential threats and vulnerabilities.
  • Collaborates with cross functional teams to assess outcomes and identify continuous improvement opportunities.
  • Stays informed on industry trends, emerging technologies, and best practices to enhance program delivery.
  • Communicates program progress, risks, and mitigation plans to key stakeholders and leadership.
  • Defines, tracks, and report skey performance indicators (KPIs) to measure program effectiveness.
  • Ensures compliance with applicable regulations and standards (e.g., Sarbanes Oxley).
  • Provides storm/emergency response support.

What does it take to be an IT Program Manager?
Required:
  • Bachelor's degree in Computer Science, Information Technology, Business Administration or related field of study and 3+ years' experience in program management with a focus on program planning and implementation or an associate's degree with 5+ years' experience in program management with a focus on program planning and implementation. In lieu of a degree, a high school diploma or equivalent and 7+ years' experience in program management with a focus on program planning and implementation will be considered
  • Strong knowledge of Agile frameworks, standards, program management methodologies, and best practices.
  • Excellent communication and presentation skills; ability to work effectively across diverse teams.
  • Familiarity with regulatory and compliance frameworks.
  • Analytical mindset with the ability to evaluate complex situations and make data driven decisions.
  • Continuous learning orientation with adaptability to an evolving technology landscape.
  • Strong understanding of the intersection between business and technology.
  • Ability to influence decision making through quantitative and qualitative analysis.
  • Results oriented with strong problem solving and decision making capabilities.
  • Ability to work independently with limited supervision and respond constructively to feedback.
  • Valid driver's license

Preferred:
  • 10+ years' experience in program management with a focus on program planning and implementation.
  • Experience in the Energy & Utility industry or services industry.
  • PMP, PgMP, and/or Agile certifications
  • Experience with Microsoft Project or other PM tools.
  • Experience with Microsoft PowerBI.
  • Experience with Organizational Change Management (OCM) practices.
