Job Description Summary:

Responsible for supporting the Senior Director, Physical Safety & Operational Resilience by developing, implementing, and maintaining a comprehensive business continuity and supporting the operational resilience program that ensures the organization's ability to prepare for, respond to, recover from, and adapt to disruptions. This position works collaboratively across all departments to identify critical functions, assess risks, develop continuity strategies, and strengthen organizational resilience while supporting regulatory compliance and continuity of patient care. The role serves as a subject matter expert for business continuity planning, business impact analysis, continuity of operations (COOP), operational resilience, and recovery planning. The manager coordinates efforts with emergency management, information technology, supply chain, facilities, security, clinical operations, and executive leadership to ensure mission-essential functions remain operational during adverse events. Works closely with the system emergency management team to ensure seamless transition from emergency response to continuity of care and resilience.

Responsibilities And Duties:
  • Business Continuity Program Management Support the enterprise-wide Business Continuity Program. Oversee and collaborate with the emergency management department to maintain business continuity policies, standards, procedures, and governance structures. Support program objectives, performance metrics, and maturity goals. Support and at times facilitate business continuity steering committees and cross-functional workgroups. Maintain organizational continuity planning documentation and records.
  • Risk Assessment and Business Impact Analysis Design and support facilitating Business Impact Analyses (BIA) across all departments. Work with care site teams to support identifying mission-essential functions, critical processes, dependencies, and recovery requirements. Perform risk assessments and support enterprise hazard vulnerability analyses. Identify operational, technological, supplier, workforce, and facility-related risks. Recommend mitigation strategies to reduce operational disruptions.
  • Continuity Planning Develop and maintain Continuity of Operations Plans (COOPs). Guide departments in creating and updating continuity, recovery, and contingency plans. Assist leaders and critical departments in establishing Recovery Time Objectives (RTOs) and Recovery Point Objectives (RPOs) with stakeholders. Support succession planning (emergency specific), delegations of authority, and emergency decision-making frameworks. Ensure continuity plans align with strategic objectives of the Senior Director, Physical Safety & Operational Resilience.
  • Operational Resilience Support development of operational resilience capabilities that enable critical services to withstand disruptions. Identify vulnerabilities in people, process, technology, facilities, and supply chains. Collaborate with leaders to improve organizational preparedness and adaptability. Support resilience initiatives focused on cyber incidents, utility failures, workforce shortages, severe weather, and other high-impact disruptions.
  • Regulatory and Compliance Responsibilities Ensure compliance with applicable regulatory and accreditation requirements. Maintain readiness for surveys, audits, and inspections related to emergency preparedness and continuity planning. Monitor emerging standards, regulations, and industry best practices. Develop reports and presentations for leadership, committees, and governing bodies. As a High Reliability Organization (HRO), responsibilities require focus on safety, quality and efficiency in performing job duties. Minimum Qualifications:
  • Education โ€” Bachelor's degree in Business Administration, Emergency Management, Healthcare Administration, Risk Management, or related field required. Master's degree preferred.
  • Experience โ€” Prefer 3-5 years of experience in business continuity, resilience, emergency management, risk management, healthcare operations, or related field. Experience conducting Business Impact Analyses and continuity planning. Experience leading cross-functional programs and projects. Healthcare experience preferred.
  • Certifications โ€” Certified Business Continuity Professional (CBCP); Associate Business Continuity Professional (ABCP); Certified Emergency Manager (CEM); Certified Healthcare Emergency Professional (CHEP).
  • Knowledge, Skills, and Abilities โ€” Business Continuity Institute (BCI) and DRI International best practices. Business Impact Analysis (BIA) methodologies. Continuity of Operations (COOP) planning. Operational resilience frameworks. Enterprise risk management principles. Emergency management and incident command systems. Strong facilitation and project management capabilities. Excellent communication and executive presentation skills. Ability to influence leaders across diverse operational and clinical environments.
