DESCRIPTION SUMMARY: Under the general direction of the UCBDD Lead Investigative Agent, the Investigation Agent is responsible for all Investigative functions of the UCBDD organization, such as investigation of reports of neglect, abuse and other unusual incidents affecting individuals/families being served by the UCBDD, in accordance with section 5126.313 of the Ohio revised code 3) Analysis of these reports and their impact on individuals/families being served by the UCBDD The Investigative Agent must strive to meet the UCBDD published Mission Statement and exemplify the UCBDD defined Core Values. QUALIFICATIONS QUALIFICATIONS: Education/Experience - Associate degree in health services, human services, education, law enforcement, health and behavioral sciences or related field. Bachelor degree in health services, human services, education, law enforcement, health and behavioral sciences or related field is preferred
Minimum of 2 years experience in conducting investigation or 3 to 5 years experience working in fields related Developmental Disabilities. DoDD Investigative Agent Certification Level 1 Current CPR and First Aid Certification Other - Must maintain a valid State of Ohio Driver's License and maintain insurability under the UCBDD's vehicle insurance policy. Ability to effectively communicate in both verbal and written manners.
Organize and plan on-going activities and special projects. Skilled in Problem Determination and Solving Effectively utilize current technology to promote accuracy and productivity. Minimum Qualifications: Hold a bachelor's degree or graduate-level degree from an accredited college or university; or Hold an associate's degree from an accredited college or university or have achieved at least junior year standing at an accredited college or university and have successfully completed two years full-time (or part-time equivalent), supervised, paid work experience in conducting administrative, civil, and/or criminal investigations; or Hold an associate's degree from an accredited college or university or have achieved at least junior year standing at an accredited college or university and have successfully completed two years full-time (or part-time equivalent), supervised, paid work experience in administration, supervision, instruction, or habilitation of individuals with developmental disabilities; or Have successfully completed Ohio peace officer basic training or a comparable program and have successfully completed two years full-time (or part-time equivalent), supervised, paid work experience in conducting administrative, civil, and/or criminal investigations; or Have successfully completed four years full-time (or part-time equivalent), supervised, paid work experience in conducting administrative, civil, and/or criminal investigations.
ESSENTIAL FUNCTIONS PRINCIPAL ACCOUNTABILITIES: Evaluation of this position is based primarily on performance of the following essential functions, which include, but are not limited to: Responsible to identify, report, investigate all MUIs (Major Unusual Incidents) in accordance with Ohio Revised Code. Immediately notified the Service Consultant that a MUI has been filed. Immediately reviews the MUI to ensure that the Service Provider has taken all measures necessary to protect the health and safety of the individual being served and determine if additional measures are required.
Determine if the MUI meets the criteria of a conflict of interest as defined in Ohio Revised Code. If conflict exist immediately contact the Ohio DoDD to determine the appropriate investigative course of action Investigation of all Incidents (UI and MUI), in accordance with the protocol established in Ohio Administrative Code. Ensure that all investigations conducted by the Service Provider are reviewed, assessed and determined to be acceptable based upon the criteria established by Ohio Administrative Code.
Meet all investigation and reporting requirements for accuracy and timeliness established by the Ohio Department of Developmental Disabilities. Tracks and maintains the processes established for management of all UIs and MUIs Tracks all reported incidents, in the UCBDD information repository, as required by local, state and/or federal law. Performs additional duties as assigned.
SUCCESS FACTORS: To successfully perform this job, the following training, knowledge, skills and abilities are required. Required Training: All UCBDD employees shall be required to complete all general mandatory training. These include, but are not limited to, bloodborne pathogens, emergency communications, hazardous communications, slips/trips/falls, personal protective equipment, sexual harassment, drug free work place, violence in the workplace, MUI and fire prevention.
Attends all required Ohio DoDD training Knowledge: Proficient with computers and applicable software, ability to use general office equipment. Working knowledge of client rights, federal, state and UCBDD programs and HIPAA. Knowledge of applicable statutes, regulatory standards and reporting authorities Language/Mathematical Skills: Ability to communicate effectively, both orally and in writing.
Ability to perform basic math skills. Reasoning Ability: Must be skilled in group facilitation and/or mediation, conflict resolution, crisis intervention, project planning, project management and complex problem solving. Other: Must possess a positive customer service attitude and image to all stakeholder groups.
Must be able to work collaboratively and effectively with other agencies, professionals, staff, families and the public. Good leadership and organizational skills. Ability to keep accurate records.
Must be able to tolerate the high demands of the position. May be exposed to adverse weather conditions while driving and ma be exposed to blood-borne pathogens, communicable diseases, potentially infectious materials and/or aggressive behavior. GENERAL EXPECTATIONS: Maintaining confidentiality is required.
The employee is to report suspected or actual abuse/neglect, to follow the chain of command and to work effectively and cooperatively with others inside/outside the agency. Regular and predictable attendance is expected. Preserving a valid certification, licensure or registration is expected for those positions that require such in order to continue employment.
