Now Hiring: Cal OES State Threat Assessment Center (STAC) – Senior Intelligence Analyst

Within Cal OES, the Homeland Security Division's State Threat Assessment Center (STAC) serves as California's primary information-sharing clearinghouse, focused on strategic threat analysis and situational awareness reporting. The STAC supports statewide leadership and the public safety community in preventing, preparing for, mitigating, and responding to crimes and hazards that could impact the state's citizens and critical infrastructure, while maintaining civil liberties, privacy, and constitutional rights.

Join our Strategic Analysis Unit (SAU) as a Senior Intelligence Analyst. Lead critical efforts to safeguard California through advanced threat research, analysis, and multi-level government situational awareness.

Description

Senior Intelligence Analysts conduct all-source intelligence research and deliver actionable assessments supporting California's homeland security mission. This senior role demands advanced analytical expertise, meticulous attention to detail, and the ability to communicate complex findings to executive leadership and partner agencies.

This position requires access to National Security Information, and therefore, selected candidates must be able to obtain and maintain a Secret-level security clearance. To obtain a security clearance, you must be a U.S. citizen.

Key Responsibilities

  • Leads development of STAC SAU collection plans, priority intelligence requirements, and intelligence production
  • Ensures adherence to Structured Analytic Techniques (SATs) across all intelligence products
  • Conducts advanced all-source intelligence analysis on threats facing California
  • Develops complex analytical approaches for incomplete or controversial data
  • Prepares intelligence products meeting Office of the Director of National Intelligence (ODNI) and STAC standards
  • Plans and delivers briefings to Cal OES and statewide leadership
  • Drives collaboration and information sharing with local, state, tribal, territorial, and federal partners
  • Represents STAC at high-level meetings, conferences, and joint analytic working groups
  • Assists with hiring, onboarding, and ongoing staff training/development
  • Manages unit-level assignments, special projects, and State Operations Center support
  • Serves as duty officer (including after-hours rotations)

Qualifications and Desirable Experience

  • Minimum of (4-5) years' experience working as a lead intelligence analyst or similar position
  • Be proficient in the intelligence production cycle and SATs
  • General understanding of ArcGIS and geospatial intelligence tools
  • Previous experience supporting law enforcement and/or public safety is preferred
  • Demonstrated ability to lead projects and mentor junior analysts
